The military display for the 90th anniversary of the establishment of the iraqi armed forces was an interesting revelation more for what was not displayed than for what appeared.

The absence of the BTR-4 and An-32b brought to the fore the problems that iraq is experiencing with the $2.5bn contract for arms purchases with Ukraine. The first segment of this contract was a $550M contract for 420 missile armed BTR-4s as well as 6 new build An-32b transport aircraft with 4 options. 

Morozov, the prime contractor for the BTR-4 has faced problems with engine deliveries and has failed to keep to its stipulated delivery deadlines (for which Iraq paid a premium). Iraqi crews sent to Ukraine were trained on the prototype BTR-4s and found on their return to Iraq that no production vehicles have been delivered for them to crew!

Likewise, Antonov had completed one airframe for iraq by august 2010, but upon inspection by the Iraqi airforce inspectorate bureau sent to Ukraine, it was found to contain second hand engines and avionics (in contravention of the contractual agreement which stipulated new engines and glass cockpit). Iraq refused to take delivery and now the procurement officers in charge of the contract are under investigation by the Iraqi MoD inspectors general as well as the national "hey'et al nazaha" (the anti-corruption directorate).

This news brings back a feeling of dejavu for long time observers of Iraq's military development and the similarities to the ill fated deal with bumar of Poland in 2004 come to mind.

So who is the main beneficiary of this particular fiasco?

It's not Russia, since whilst Russia is delivering their latest Mi-17s to Iraq, shipments have been delayed and prices raised to the $11-$13M mark (which makes it no longer price competitive vs its western counterparts, but with much worse service and support). 

It's not the US either, since whilst the US military contractors are doing their best to provide quality service and support, the US congress has been delaying and blocking Iraqi requests for the equipment they really need (notably super hornets, apaches and AMRAAMs), leaving Iraqis reluctant to engage in the FMS game of cat and mouse requests for even the simplest things at the whims of the US congress (and largely for internal political consumption as opposed to the ideal of nurturing the long term development of a nascent US ally in a critical region). 

The winners can thus be named: France, Italy, China and Serbia. Each of these has done very well in delivering equipment to Iraq on time, with good backup support and no attempts at "cheating" by including substandard equipment, second hand parts, delayed shipments and price increases mid-way through contracts. They also do not come with the baggage of political acceptance, public/political howling about "arming the enemy" and long winded FMS process that seems to accompany the simplest of requests from the US.

What will this mean for the future?

The first shipment of BTR-4 armored personnel carriers built in Kharkiv under a contract signed in 2009 to supply over $550 million worth of Ukrainian armaments and hardware to Iraq will be delivered to the client in February, an informed source told Interfax.

A $550 million contract for Kyiv to deliver 420 BTR-4 armored personnel carriers and six An-32 light military transport planes to Iraq, which was concluded in 2009, faces a crisis. Ukrspecexport, the Ukrainian state-controlled arms exporter, hoped that the first BTR-4’s shipped under the contract would participate in the Iraqi Army Day parade on January 5. However, this did not occur. In December 2010, the Iraqi defense ministry had refused to accept both the BTR’s and the first three An-32 aircraft citing shortcomings exposed when Iraqi visitors examined the hardware during a visit to Ukraine. Ukrspecexport blames the company’s former management and hopes the Iraqis will accept the next batch in February.

The contract to deliver the armaments, one of the largest foreign trade deals secured since Ukraine became independent in 1991, was signed in October 2009 by Progress, a subsidiary of Ukrspecexport. Apart from delivering the BTR’s and the aircraft, it provided for rendering services to repair military aircraft. This was planned as only the first in a series of contracts negotiated with Iraq, and Ukrspecexport reportedly hoped the total value of contracts would amount to $2.4 billion to $2.8 billion as the Iraqis were expected to purchase Oplot tanks and additional support services (RIA, December 11, 2009). According to the contract Ukraine should deliver the goods and services within three and a half years. The Kharkiv-based Morozov tank design bureau, the Malyshev tank plant and the Antonov aircraft manufacturer are the main contractors (Interfax-Ukraine, October 28, 2010).

On January 13, the Kiev-based investigative journalist, Mustafa Nayem, reported in his blog on the Ukrainska Pravda website that Iraq refused to accept the first shipment. Interfax cited an informed source that the delivery of the first 26 BTR’s was postponed until late February. Morozov blamed the faults with the BTR’s on gun producers from the Ukrainian town of Kamyanets-Podilsky (Interfax-Ukraine, January 17). Later, Ukrspecexport announced that it would not be fined by Iraq for the failure to supply on schedule the BTR’s and aircraft. Ukrspecexport’s management stated that it had spared no effort to fulfil the contract and blamed the previous management for the failure. Ukrspecexport also accused unnamed journalists of “discrediting” the company’s current management and alleged that a campaign against it had been launched by “circles not interested in the expansion of Ukraine’s international military-technical cooperation” (Defense-Express, January 20).

Ukrspecexport was probably unhappy with a series of reports in Ukrainska Pravda, which suggested that Ukrspecexport’s recent reorganization and a refusal by the current management to pay intermediaries might have influenced Baghdad’s decision. Ukrspecexport’s head, Dmytro Salamatin, said that several subsidiaries of Ukrspecexport would be liquidated in order to streamline its operations, while its website suggested that Progress (which had concluded the original contract with Iraq) was among those subsidiaries. Moreover, several CEO’s were replaced in Progress in 2010. Salamatin complained that Progress did not share important information with Ukrspecexport, and that it had failed to deliver on several old contracts. However, Ukrainska Pravda in the same article depicted several current senior managers of Progress as being unprofessional.

Ukrainska Pravda also cited sources claiming that Ukrspecexport, under Salamatin, refused to pay fees to an unnamed US-based intermediary whose interests in Ukraine are represented by a Ukrainian citizen. The intermediary expected to be paid 13 percent of the contract value. The website cited Salamatin as saying that such intermediaries were “experienced but selfish” (www.pravda.com.ua, January 20).

The Iraqis who checked the hardware scheduled for delivery in December and January reportedly complained that the BTR’ guns were faulty and found that the An-32’s had been assembled from parts made before 2009, while according to the contract the aircraft should be new. In addition, the Iraqis were dissatisfied with the quality of training for their personnel who were sent to Ukraine under the contract. Ukrainska Pravda suggested that it would be physically impossible to replace the faulty and outdated equipment by the end of February as promised to the Iraqis. It quoted Salamatin as saying that if the entire contact is eventually under threat, the former managers of Progress and Ukrspecexport would be blamed as they had failed to comply with Iraqi requirements (www.pravda.com.ua, January 21).

Meanwhile, Ukrspecexport’s former managers may indeed be in trouble, which could further complicate matters with Iraq. The State Financial Inspectorate has reported that Ukrspecexport’s former managers misappropriated the equivalent of more than $100 million in 2008-2010. The inspectorate head, Petro Andreyev, specified that they were suspected of money laundering (RBK-Ukraine, January 19). This may be part of a campaign launched by President Viktor Yanukovych’s team against former top officials who served in the government of Prime Minister, Yulia Tymoshenko, in 2008-2010. Several former ministers have been charged with corruption. Kharkiv Morozov Machine Building Design Bureau blamed the gun producers from Kamianets-Podilsky. Shortcomings were exposed when Iraqis were examining the APCs. Ukraine tried to deliver An-32s with used engines and avionics. Apparently, they did something similar with the BTR-4s. The BTR-4s were supposed to be delivered in time for the 6 January Army Day Parade. The Ukrainian contract is reported in danger of being canceled.

Iraqi president Jalal Talabani received Wednesday the special Ukrainian president’s envoy Dmitri Salamatin who conveyed the official invitation letter of Ukrainian President Viktor Yuschenko to president Talabani to visit Ukraine.
After warmly welcoming the Ukrainian delegate, president Talabani referred to the historical ties between Iraq and Ukraine.
He also said both countries seek to cement joint ties on the basis of mutual interest.
For his part, the Ukrainian delegate expressed his country’s desire to promote its relations with Iraq in all aspects.
Looks like Ukraine trying to save the deal.

العراق وأوكرانيا يتوصلان إلى اتفاق حول صفقة ناقلات جنود مدرعة

ذكرت مجلة «جينز ديفنس ويكلي» العسكرية المتخصصة أن أوكرانيا قد توصلت إلى اتفاق مع العراق بشأن معالجة التأخير في تسليم ناقلات الجنود المدرعة من طراز «بي تي آر ‬4 إي» إلى بغداد.
وأوضحت المجلة أن المدرعات الإحدى عشرة الأولى من هذا الطراز كان من المقرر أن تغادر مدينة خاركيف في ‬20 نوفمبر الماضي، وأن تشارك في استعراض عسكري أقيم في بغداد في ‬5 يناير الماضي، غير أن عملية الشحن تأجلت ربما إلى مارس الحالي وكانت هذه المدرعات جزءاً من صفقة تم توقيعها بين الجانبين في أغسطس ‬2009 لإمداد العراق بـ ‬240 مدرعة من طراز «بي تي آر ‬4 إي» بتكلفة ‬457,5 مليون دولار بالإضافة إلى ‬6 طائرات نقل تكتيكية خفيفة من طراز أنطونوف ‬32 بي، فضلاً عن خدمات للصيانة بتكلفة تصل إلى ‬99,2 مليون دولار.
ولم يقتصر التأخير على المدرعات فقط، وإنما امتد إلى الطائرات التي اكتشف الجانب العراقي أنها ليست كلها جديدة، وهو ما يتناقض مع شروط العقد بين الجانبين.

الصفقة العراقية الاوكرانية للامانة منقول

اكملت الحكومتان العراقية والاوكرانية اتمام صفقة شراء المدرعات والطائرات الاوكرانية الصنع (BTR-4) و (AN-32B) ورغم التكهنات التي سادت في الاونة الاخيره حول فشل اتمام الصفقة الا ان الجانب العراقي اصر على شراء المعدات بعد التأكد من نوعية المعدات و اخذ الضمانات المطلوبة وعدم وجود رشى او فساد كما كان يدور الحديث وتبلغ قيمة الصفقة اكثر من 550 مليون دولار كمرحلة اولى . العراقيين اعترضوا على التأخر في التسليم وخصوصا الطائرات بخلاف الموعد المحدد مسبقا الامر الذي ادى الى استقطاع جزء من مبلغ الصفقة كغرامة مالية وهو امر معروف في سوق السلاح العالمي . اما الحكومة الاوكرانية سعيدة لاتمام الصفقة العراقية التي يعتبرونها بوابة دخولهم الى التنافس مع بقية المصنعين لتسليح الجيش العراقي بأحدث المعدات والتجهيزات العسكرية وكما يدور الحديث حول صفقة دبابات محتملة قد تسد النقص الحاصل لدى الجيش العراقي الذي يريد رئيس الوزراء العراقي نوري المالكي اكمال صفوفه و تجهيزه لمرحلة مابعد الانسحاب الامريكي الذي بدأ فعليا . وكان العراق قد تعاقد مع الجانب الاوكراني لشراء 6 طائرات انتنوف 32 و 420 مدرعة الاوكرانية حديثه لانشاء لواء تدخل سريع و اخر مجوقل لسد النقص الحاصل بعد مغادرة القوات الامريكية العراق نهاية هذا العام ولاتمام الصفقة المنتظرة قدمت الحكومة الاوكرانية لرئيس الوزراء العراقي كافة الضمانات واستعدادها لاعمال الصيانة الفنية للعقد المبرم في المستقبل وادخال الكوادر الهندسية العراقية دورات في داخل المصانع التي تجهز الصفقة كما وتم استكمال الصفقة بعيدا عن اي وسطاء وجرت الحوارات مباشرة بين الحكومتين وترغب الحكومة الاوكرانية في دفع العراق الى شراء احدث طراز من الدبابات التي تصنعها (ابلوت) بعد المفاوضات التي جرت بين الحكومة الباكستانية و الحكومة الاوكرانية لشراء دبابة (t-84)

شركـــــــــة للملاهي الليلية توسطت بالصفقة الاوكرانية .!

قالت مصادر رقابية ان فضيحة شركة العين الجارية التي توسطت بين العراق وبولونيا في عهد وزير الدفاع الاسبق حازم الشعلان لتوريد اسلحة سكراب وسرقة مليار دولار تكررت مع شركة اوكرانية يتولى صاحبها ادارة المراقص والملاهي .


الصفقة وحسب موقع "ساحات التحرير" ابرمها المسؤولون في وزارة الدفاع العراقية مع شركة اوكرانية لتوريد 440 ناقلة مدرعة بمبلغ 477 مليون دولار، غير ان تغييرا سياسيا في الحكومة الاوكرانية كشف عن فساد واسع في الصفقة، يتمثل في ان العقد تم مع شركة وهمية تحمل اسم "بروغرس"، ويملكها رجل اعمال اوكراني متخصص بادارة المراقص والملاهي الليلية، بينما الصانع الحقيقي للمدرعات هو شركة حكومية " "أوكر اكسبورت"، وبدأت تنفيذ الصفقة بمبلغ يقل بنسبة 13 بالمئة من القيمة الموقعة مع الجانب العراقي، والنسبة كانت عمولة تقاسمها مسؤولون عراقيون( 8 بالمئة) ورجل الاعمال الاوكراني(5 بالمئة).
مصادر عراقية مطلعة على القضية، قالت ان "صفقة الناقلات المدرعة الاوكرانية الموقعة العام 2009 تمت بمعرفة وزير الدفاع السابق (المستشار حاليا) عبد القادر العبيدي، الضابط الكبير في القيادة العامة للقوات المسلحة العراقية الفريق موحان الفريجي، اللواء محمود حسن مديرعام الموازنة والبرامج، واللواء الحقوقي غالب عبيد المستشار القانوني العام لوزارة الدفاع".
المصادر اوضحت ان "العقد تم بتاريخ 2009 على ان تكون المدرعات مزودة بمحركات المانية واجهزة ناقلة للحركة فرنسية، لعدم كفاءة المحركات واجهزة نقل الحركة الاوكرانية"، لافتة الى ان "الشركة الاوكرانية (الوهمية) تسلمت 20 بالمئة من قيمة الصفقة، غير ان مجيء حكومة جديدة في اوكرانيا ساهم في كشف فساد الصفقة، تم على اثرها سجن اصحاب الشركة الوهمية وجميع من اشترك في هذا العقد من الجانب الاوكراني".
واشارت المصادر ذاتها الى ان "الجانب العراقي تنازل عن شرط تزويد المدرعات بمحركات المانية (تعمل في درجة حرارة 55 مئوية وهي تناسب الاجواء العراقية) كونها كانت ستكلف 60 مليون دولار والعمولة فيها من الجانب الالماني غير ممكنة، ووافق على محركات اوكرانية رغم عدم كفاءتها ( تعمل في درجة حرارة 35 مئوية) ضمانا لبقاء العمولة في نسبتها القصوى".
وفيما كشفت المصادر عن "اعتقال كل من اللواء محمود حسن مديرعام الموازنة والبرامج، واللواء الحقوقي غالب عبيد، بعد ورود معلومات عن فساد الصفقة الى القائد العام للقوات المسلحة رئيس الوزراء نوري المالكي، الا انهما اطلق سراحهما لاحقا بكفالة"، وقالت ان "موحان الفريجي هدد بكشف كل الشخصيات الحكومية العراقية الكبيرة الضالعة بالصفقة التي تعتبر فيها عالية السعر اذا ما قورنت كفاءة المدرعات الاوكرانية بمثيلاتها الروسية والصربية والتي كانت بسعر يقل 100 مليون دولار، اذ اشار الى ان هناك قيادات كبيرة مستفيدة من العمولة، عدا رئيس الوزراء، فيما غادر مستشار وزارة الدفاع عبد القادر العبيدي والاثنان المطلق سراحهما الى خارج البلاد".
وفي حين قرر القائد العام للقوات المسلحة، رئيس الوزراء نوري المالكي الغاء الصفقة في الثاني من الشهر الحالي، الا ان " مشكلة تواجه الحكومة العراقية فقد تسلمت الشركة الاوكرانية 120 مليون دولار عن 16 ناقلة وصلت العراق فعلا وتم تسديد 80 بالمئة من قيمتها ".
