Iraq – Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) Systems

WASHINGTON --- The Defense Security Cooperation Agency notified Congress November 29 of a possible Foreign Military Sale to Iraq of Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) Systems and associated parts and equipment for a complete package worth approximately $68 million.

The Government of Iraq has requested a possible sale for Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) Systems which includes, High Frequency, Ultra High Frequency, and Very High Frequency radios, Automatic Identification System, Surface Scan Radar System, Forward Looking Infrared System, Situational Display System, Mobile and Fixed Towers, Electro-Optical Cameras, Voice Over Internet Protocol, K Under Band Very Small Aperture Terminal upgrades, generators, spare and repair parts, support equipment, publications and technical data, personnel training and training equipment, U.S. Government and contractor engineering and technical support services, and other related logistical support.

The estimated cost is $68 million.

This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country. This proposed sale directly supports the Iraq government and serves the interests of the Iraqi people and the U.S.

The proposed sale of the C4ISR system will ensure that the Iraqi Naval Force (INF) is better able to efficiently use its vessels and manpower to police Iraqi territorial waters and protect its strategic maritime assets. The C4ISR system will enable the Iraqi Government to assume more responsibility for its security and rely less on U.S. and coalition forces to establish stability.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The prime contractor will be The Raytheon Company in Waltham, Massachusetts. There are no known offset agreements proposed in connection with this potential sale.

Implementation of this proposed sale will require the assignment of three U.S. Government and four contractor representatives to Iraq for one month for the purpose of fielding and training and quality assurance during equipment delivery.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

This notice of a potential sale is required by law and does not mean the sale has been concluded.

Iraq – M1A1 Abrams Tank Ammunition

The Government of Iraq has requested a possible sale of 14,010 TP-T M831A1 120mm Cartridges, 16,110 TPCSDS-T M865 120mm Cartridges, and 3,510 HEAT-MP-T M830A1 120mm Cartridges. The estimated cost is $36 million.

This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country. This proposed sale directly supports the Iraqi government and serves the interests of the Iraqi people and the U.S.

The proposed sale of the ammunition and support will advance Iraq’s efforts to develop an integrated ground defense capability, a strong national defense, and a dedicated military force. This will enable the Iraqi Government to sustain its efforts to establish stability.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The prime contractor will be General Dynamics-Ordnance Tactical Systems in St Petersburg, Florida. There are no known offset agreements proposed in connection with this potential sale.

i'll believe it when i see it! anyway, iraq hasn't signed $13Bn contracts with the US yet. at max its about $4Bn.

Here is another comment Major General Mohammed Al Askari about buying armaments from the United States.
اكد العسكري ان قيادة قوات الحدود فعلّت دورها بصورة كبيرة في متابعة الحدود والسيطرة عليها والتقليل من عمليات التسلل الى داخل الحدود العراقية مضيفا انه تم الاستعانة بوحدات طيران الجيش لهذا الغرض.
الى ذلك اكد العسكري ان الولايات المتحدة لم تقدم السلاح بصورة كافية ومرضية للعراقيين الا بعد ان مارس العراق سيادته بالتوجه الى الدول الاوربية لتلقي السلاح منها.

talk is cheap!! orders from the US are very visible, where are they?

so americans are only giving weapons to iraq after iraq went to europe... so why are they not giving us AMRAAMs? We can buy MICA / ASRAAM / METEOR as an alternative? or R77 / SD10? so if askari is serious, then don't buy anything from America. They are not giving anything decent to Iraq...

Can we do that??? I mean not buying form the US, is it politically possible? on the other hand, it is clear why they do not sell us advanced weapons, they do not trust us yet!!!! the whole process of arms procurement for the entire armed forces is frustrating, to us as observer, & I think even more to our military!!!one should remember that the 1958 coup was partially fuelled by the reluctance of the US & UK to arm Iraq!!!

it seems to be politically possible. Iraq is buying from France, Italy, China, Russia, Ukraine, Serbia etc...

however Iraq's main problem is that we are stuck between the:

US - refusing to deliver high tech equipment because of fears about weapons falling into Iranian hands and due to Kuwaiti/saudi/isreali "veto"

Russia - bad at keeping to scheduled and quality control, as well as "increasing prices" midway through contracts. Rather unreliable partner.

Poland - we already had the fiasco with poland over the 30 year old Mi8s and Sokols and "pickups with armour" sold as APCs.

Ukraine - Seemed promising, but now with problems on engine supply for BTR4s as well as apparent cheating on the AN32s with second hand parts... its uncertain.

France - Good and reliable but VERY expensive.

Serbia - reliable and honest supplier, but only produces some lower tech items like Rifles and basic training aircraft

Sweden/Germany/Japan - Will not sell to Iraq (neutrality laws etc...)

UK - Very expensive

South Korea - Expensive but has some good equipment and is reliable on deliveries.

Brazil - Limited range of products now that ENGESA is no more...

I would like to discuss what "anti tank guided missile" should Iraq purchase to equip the light infantry units of the Iraqi army to be mounted on armoured HUMVEES.

The choices (in my view):

HJ10 - long range chinese anti tank missile - chinese "hellfire" 10km range

HJ9 - Chinese version of INGWE that Iraq is getting with the EC635s - laser beam rider 5.5km range

Mokopa - South African "Hellfire" 10km range LOBL/LOAL, laser beam rider etc..

Ingwe - 5.5km, laser beam rider

9M123 "AT-15" - Modern russian missile able to deal with Leopard-2E as well as helicopters. Most potent missile. 6km range. the only weapon that is of defence against saudi's new Leopard 2E. so is a need for deployment at least along the saudi border units.

9M133 "AT-14" kornet - modern light russian weapon, Iraq had a small number that were effective against abrams, and hezbollah used it effectively against merkava. Certainly sufficient against Iran front.

BG71E/F - Top-down and tandem warhead versions of the I-TOW. 4km range

HOT-3 - 1250mm penetration range / tandem warhead / 4.5km range but slower than TOW.

Plea agreement could shed light on arms trade

ROCHESTER, N.Y. (AP) — A sudden plea agreement in a federal prosecution of a trio of international weapons dealers has heightened momentum in a case that could shed light on the illicit global arms trade, including irregularities in U.S.-backed shipments of assault rifles to Iraq.
Gun dealer Karl Kleber, a German national who had been living in Portugal, pleaded guilty Wednesday in a U.S. district courtroom, admitting to violating federal arms laws in a scheme to import banned Chinese assault rifle parts. Kleber's plea came just 12 days after he was indicted along with two British arms dealers, and he signaled his willingness to cooperate with the government.
Kleber agreed to provide information to prosecutors and testify. His cooperation, along with tapes investigators culled out of more than 21,000 conversations from his wiretapped phones in Germany, threatens to expose the inner workings of a group of companies whose collaboration in gray-area weapons deals around the world has long frustrated authorities and arms trade experts.
Kleber appeared before U.S. District Judge Charles Siragusa in an orange prison jumpsuit with his hands manacled. Asked by Siragusa whether he would be willing to point a finger at the other suspects, Kleber said, "I'm prepared to do that." When the judge pressed him on why he committed the crimes, Kleber replied, "Money."
The investigation stretches from China to Portugal and involves authorities in Britain, Germany and other countries, but prosecuting the case in the U.S. signals that tough American arms-trafficking laws provide the strongest venue to pursue illicit weapons charges. Arms traffickers often skirt detection by operating in countries that have weak oversight and laws regulating weapons transactions.
"These guys have been under the radar for years in the Balkans, Eastern Europe and other places that are major sources of guns that destabilize nations and prop up dictators," said Hugh Griffiths, an arms trafficking expert with the Stockholm International Peace Institute. "But to go after them legally, you need strong laws and enforcement, and the U.S. remains the best place to find that."
Kleber pleaded guilty to one count of aiding in a scheme to disguise the banned Chinese assault rifle parts as Bulgarian-made. Prosecutors said he faces up to five years in prison. Gary Hyde, 41, of York, England, was released on bond in Rochester and placed under electronic monitoring. Paul Restorick, 61, of Kent, England, is not yet in U.S. custody. Hyde and Restorick each face a maximum penalty of 20 years in prison and a $250,000 fine.
Authorities are rarely able to counter a questionable arms deal on the front end, but arms trade experts cited a recent WikiLeaks release of a 2008 U.S. diplomatic cable that showed the British government blocking a major arms sale to Libya by a company owned by Hyde. York Guns, where Hyde is managing director, tried in October 2008 to persuade British authorities to license the company to ship 130,000 Ukranian-built Kalashnikov rifles to Libya.
The sale was blocked, according to U.S. diplomats in Tripoli, because British officials feared the guns might wind up with hostile governments or armed rebels inside neighboring Chad or Sudan. "It shows you how clueless some of these dealers are," said Oliver Sprague, Amnesty International's London-based Arms Program director.
York Guns was not cited in the U.S. indictment against Hyde in New York. "Although Gary Hyde is managing director of York Guns Ltd., no allegations have been directed towards York Guns Ltd. and no inquiries have been made of the company by the U.S. authorities," the company said in a statement from Karen Boldison, Hyde's assistant.
Instead, the U.S. case against the three men revolves around two other British companies that allegedly conspired in the August 2008 importing of a shipment of 5,000 Chinese AK-47 assault rifle drum magazines that were disguised as Bulgarian-made.
According to a plea agreement between Kleber and prosecutors in the Western district of New York, the AK-47 parts shipment originally had been intended to be sold in 2007 for a "subcontractor in connection with a United States Department of Defense contract to supply military goods for delivery and use in Iraq."
According to Kleber's plea agreement, Restorick, who headed British-based Mil Tec Marketing, approached Kleber and Hyde, who shared in ownership of a British-based company called Jago Ltd., in February 2007 to supply 5,000 AK-47 drum magazines as part of an Iraq weapons contract. Their deal was initially with Florida-based General Defense Corp., a subcontractor providing weapons and other munitions to Iraq.
Kleber and Hyde then arranged with a Chinese weapons manufacturer to supply the parts, disguising them as Bulgarian-made to slip past a U.S. ban on importing Chinese weapons.
The routing of tons of AK-47s by American defense contractors to government forces in Iraq was cause for alarm in the late 2000s when arms trafficking experts and U.S. government investigators warned that thousands of guns in the massive shipments were not being properly documented and could be going missing.
Slipshod monitoring and record-keeping by U.S. defense officials led the government investigators and other critics to warn that thousands of weapons had been unaccounted for, prompting worries that some shipments were being diverted to insurgent militias and other warring factions.
A July 2007 General Accounting Office investigation revealed that some 190,000 rifles and handguns shipped to Iraqi forces in the mid-2000s could not be documented. An independent investigation a year earlier by Amnesty International also had raised questions about the possibility of thousands of missing guns.
The Amnesty report cited York Guns as among a shadowy group of weapons dealers involved in a byzantine transaction of hundreds of thousands of weapons that was clouded by shell companies and poor record-keeping, making it difficult to determine who provided the weapons, who shipped them and where they ultimately ended up.
"We could never nail down that the missing weapons went to insurgents, but some likely went astray because nobody counted them," Sprague said.
But in the case of the Chinese AK-47 parts that originally were ordered as part of the Iraq contract, federal authorities were able to trace where they went — to a warehouse in Rochester.
An affidavit filed with the case shows that the trio apparently was unable to fulfill its side of an $800,000 Iraq weapons contract with General Defense Corp., leading to a breach-of-contract lawsuit against Restorick's company that later was settled out of court.
The suspects then cut a deal, the documents show, with American Tactical Imports, a company based near Rochester, to sell the AK-47 parts. The assault rifle parts were delivered to the Rochester company in September 2008, but federal investigators began hearing reports from other gun industry import figures that the drum magazines were prohibited items from China.
U.S. prosecutors first filed a complaint against Kleber seven months ago, arresting him when he flew to Newark, N.J., on Jan. 12. He began cooperating then, according to documents, leading to the indictments on Jan. 28.
Hyde's Washington lawyer, Peter Zeidenberg, called the U.S. case "weak" in a motion filed late Wednesday and said "there's a disconnect between what they say happened and what Hyde did."
Federal prosecutors indicated in a hearing last week that in addition to the U.S. charges, Hyde faces criminal allegations in England stemming from a separate transaction involving 40,000 AK-47s.

Moscow, April 24 (IANS/RIA Novosti) Libya and Iraq continue to show interest in buying Russian-made weaponry despite regime changes in these countries, a minister said Tuesday.

Deputy Prime Minister Dmitry Rogozin, who oversees the defence industry, said: "The Libyan military leadership and the Iraqi government have shown serious interest."

After the fall of the Saddam Hussein regime in Iraq and Muammar Gaddafi's government in Libya, many experts had suggested Russia had lost both lucrative arms markets.

Russia reportedly lost around $4 billion in arms sales to Libya in the aftermath of the uprising in 2011. The new Libyan authorities had repeatedly said they were not interested in buying Russian weaponry.

Rogozin said Libya, however, had a "very specific interest" in defensive weaponry.

"We are certain that the Libyan military leadership trusts this weaponry, which proved to be very reliable," he said.

"That is why they are interested in restoring military-technical cooperation with Russia, and we welcome it," he said.

Russia would continue insisting on the revival of contracts signed with the Gaddafi regime.

He said Iraq has also shown interest in buying Russian weaponry and equipment for anti-terrorism operations.

Iraqi Defence Minister Sadoun al-Dulaimi recently visited Russia and discussed the current state of bilateral military-technical cooperation with Russian officials.

وتنفيذ هذه الصفقة المقترحة لا تتطلب الاحالة من حكومة الولايات المتحدة وممثلي المقاول الى العراق.

لن يكون هناك أي أثر سلبي على جاهزية الدفاع الامريكي نتيجة لهذه الصفقة المقترحة.

ويلزم هذا الإشعار من احتمال بيع من قبل القانون، وهذا لا يعني أنه قد تم الانتهاء من بيع.

بالنسبة انهم كالو سنة 2012 سنة الصفقات الثقيلة و الدفاع الجوي و ما ادري بعد شنو ؟؟؟؟؟؟؟؟ شو ماكو اي شي والله راح اتخبل

متكلي شجلبو بمكافحة الارهاب يعني لابقى جيش المهدي ولا بقى تنظيم القاعدة المن يكافحون بعد ؟ زين لمن يدخل الجيش التركي داخل الاراضي العراقية هم راح يكافحوه !!!!!!!!!!!!!!
