Problems with US contracts DSCA not progressing to $$$
A topic to discuss the fact that Iraq hasn't been buying much from the US since opening up the market with Russia.
This is easily confusing for "lay" persons who think that DSCA offer is a "contract", but its not! Its simply an "offer" to be reviewed by congress... but these offers have recently not turned into actual contracts.
The only items Iraq has actually "contracted" for with the US over the past year or so have been for "smaller" items... hellfire missiles, some ground based radars, lots of service and maintenance contracts...
They never took:
20x "optional" IA-407 scout helos
16x "UH 60 Blackhawks" (went quiet a long time ago)
16x AB-412 SAR helos (went all quiet)
50x NBC Strykers (this was shot down by parliament defence committee)
175x Abrams tanks (already from last year... and lo and behold, 2 weeks ago Iraqi MOD confirmed that the division operating Abrams tanks is training for... T90s!)
200x Bradleys (BMP3Ms are "semi confirmed" now by an officer in the MOD)
3x HAWK XXI battalions (Russian SAMs are confirmed but types beyond the Pantsir/IGLA have not been confirmed)
40x AVENGER SAM systems. (Since Iraq bought PANTSIR, are they even needed? - beyond the 8x EDA units they bought)
24x Ah64E Apaches (Iraqis are "holding" this until they can test the Mi28Ne)
6x Ah64D "loan" apaches (no point if the Mi28Ne helos arrive soon, and no contract has been awarded although "just in case" some Iraqi pilots are training on the type).
the only things they took recently were some hellfires, ammo for guns, and billions in support and maintenance contracts...
Nowadays the DSCA notifications for Iraq mean very little. If the Iraqi MOD even want to include a US item in an "internal competition" they have to put a request for DSCA to see if congress is happy to sell the item or not. All it really tells us is what type of weapon the Iraqis are probably buying from Russia. Also, the "anti corruption" rules means they have to include an "alternative" supplier for an item they're getting in order to please the parliament's audit committee on transparency and all that nonsense... so you see massive things like last year's big "air defence" DSCA announcement for $2Bn+... which then goes quiet without any contract award and Russian An-124s coming weekly to Baghdad Airport unloading "stuff"...

Just to Clarify.
A "DSCA" is simply a "request for Quotation" it is not a contract. Details of DSCA offers are found here:

Once the US Congress "doesn't block" the DSCA offer, then the actual contract can be signed. Those contracts are detailed here:
http://www.defense.gov/contracts/archive.aspx
Now what is happening recently is that Iraqi DSCA requests are NOT being contracted despite the US congress passing them!!! The Iraqis are only "window shopping"... looking around but not buying anything from the US... apart from $Billions on maintenance and support!

I don't see what is wrong with that
Russian SAM's are much better that the ones they planed to buy from the USA so I see that as a good thing not wasting money on many different weapons syestems that does not work well together
If the apache was canceled then that is good they are not buying 4 different helicopter that do the same thing
It's good to look around before buying so they ca make sure they are getting the best deal
But the best thing they can do is find what they need and then do a completion to evaluate the weapon sues ten and compare it with other , but I don't think Iraq is cab able of doing that yet.

But it is interesting to note that the media and "general public" always mistake DSCA notification for a "real" contract. So for example there's no contract yet for the US HAWK XXI, 175 Abrams, Apache helicopters etc.... but people "presume" that Iraq bought these.
The real point of this thread is to highlight this "development"... that no one seems to have realised yet. Iraq is NOT buying american weapons despite the US approving the sales.
This means they're buying from "somewhere else"! but similar items.

-We're buying MBTs and IFVs from someone

حيدر العراق بالفعل طلب هذه المعدات من اميركا
طلب العراق لهذه المعدات ومراسلة DSCA التي تتبع البنتاغون يعني ان الطلب اصبح رسميا
فتعقد اللجان حتى تحصل موافقة ثم نقل الطلب لل الكونكًرس لابداء الموافقة ااو الاعتراض ل30 يوم ...
ثم موافقة البيت الاسود النهائية ;)
هذا ماعرفه باختصار ظهور تقرير من دسكا يعني ان الامر رسمي ...
على العموم من قام بتدمير المؤسسة العسكرية العراقية لايعول عليه بالمساعدة ببنائها فعلياً ...
وحتى فنيا العراقيين لايحبذون التعامل مع الاسلحة الاميركية لما فيها من تعقيد وتكاليف سواء كانت على الشراء وعلى مستوى الصيانة الدورية ...

Also, regarding the Apaches, there are reports of Iraqis starting training on them. I think the budget law is holding them up, or just being usual lazy and incompetent, but Iraqis have been pushing for Apaches for a long time, I don't think they'd let go now.

why would they want the Apaches ? they already going to get the Mi-28
its just madness to have different kind of aircraft that have exactly the same mission .

رغم ان من كان السبب الرئيس في تفكيك الجيش العراقي وايصالنا الى ما نحن فيه الان هم الامريكان وضرورة التوجه العاجل للمعسكر الشرقي في التسليح الا ان ادارة الضهر للجانب الامريكي في هاذا الوقت خطأ مميت فجل تسليح الجيش الان هو امريكي ،يجب عقد صفقات متوازيه مع الامريكان والروس لمعالجة الخلل في التسليح واستغلال سرعة التجهيز الروسي للسلاح اذا ما قارناها بالجانب الامريكي وخير دليل الصفقة الروسية وسرعة تجهيز المروحيات الروسية مقارنة (بشلعان الكلب )للامريكان وتاخرهم ورفضهم للتجهيز السريع للسلاح او حتى نوعية السلاح ،يجب استغلال الشق السياسي في التسليح ورغبة الروس باحياء العلاقات مع حليف قديم ومهم لروسياخصوصا في هاذا الوقت .

بالنسبة للدبابات العراق استلم عدد اكثر من هذا الرقم اما المدرعات فكانت صفقة ثانية و عقود التسليح الامريكية تمر عبر سلسلة طويلة من الاجراءات مثل الحصول على موافقة مجلس الشيوخ الامريكي و وزارة الخارجية و وزارة الدفاع وحتى السفارة الامريكية في بغداد تستشار في الامر قبل ان يسمح للعراق بالتعاقد مع الشركة المصنعة لهذا النوع و هذا يعني فترة زمنية معينة .

العراق لم يستلم اي دبابات امريكيه غير 140
العراق تعاقد على 175 دبابه اخرى 200 عربه برادلي ولكن الى الان لا توجد اي اخبار عن تلك الصفقه
هناك انباء تشير الى قرب تجهيز العراق بدبابات امريكيه هل هي صفقة 175 ام لا وماذا عن عربات البرادلي
