U.S. Army Continues Equipment Transfer to Iraq

The U.S. Army's drawdown effort in Iraq is 75 percent complete, however the hard part is still ahead, according to the Army's top logistics officer.

Barbour / U.S. Army) "An optimist would say, 'We've got three-quarters of the work done,' but a pessimist would say, 'But, the hard part is left to go,'" said Lt. Gen. Mitchell Stevenson, deputy chief of staff for logistics (G-4). "Both would be right."

The U.S. military used to occupy more than 400 bases in the country.

"Today, we sit on 88," Stevenson said. However, the bases that are left to close are among the largest, making them more difficult to shut down, he said.

In addition to closing bases and moving people and supplies out of the country, the Army is also overseeing an enormous transfer of equipment to the Iraqi government.

To date, the Army has transferred more than 904,000 pieces of equipment to the Iraqi government, including 559 up-armored Humvees, according to Army spokeswoman Devon Hylander.

The equipment transfer is broken down into several different categories.

"Number one, there's equipment that's excess to the Army's needs," Stevenson said.

These are called excess defense articles and are transferred to the Iraqis through a longstanding process that allows sales of excess equipment to foreign governments.

Stevenson said there are ongoing sales of this kind and to date, the sales total about $500 million.

"Another category is equipment that they would like to have to stand up their Army more quickly that is not excess to the Army," Stevenson said.

In the FY10 defense authorization bill, Congress gave Defense Secretary Robert Gates authority to order the services to leave behind non-excess equipment.

"The Iraqis have come to us with a wish list and it totals up to about $101 million for the Army," Stevenson said. "These are items they need to defend themselves after we leave."

The other services got their own lists.

Gates has approved the Army's list and it will go to Capitol Hill next to be ratified by Congress, according to Stevenson.

Another category is for equipment the Army can sell to the Iraqi government and then use that money to replace the sold items.

"A good example of that is ammunition," Stevenson said. "As you know, [the Iraqis] bought some M1 tanks. We have M1 tank ammunition sitting in Iraq. It's convenient for us and convenient for them if we just sell them that ammunition. We take the proceeds from that and replenish our stocks."

Those sales equal about $21 million, Stevenson said.

The last category is called foreign excess personal property (FEPP).

This category includes things like concrete barrier walls, housing units and entry control point towers.

"It makes no sense to bring those home," Stevenson said. "They're probably going to break if you try to move them and the Iraqis can use them."

With the housing units, which Stevenson described as "flimsy," the Army tried to transfer them to Afghanistan, but it didn't work well.

"The market value of what we transferred under FEPP so far in 300 some bases that have closed is around $160 million," he said.

Army commanders in Iraq have authority to approve up to a certain dollar value and beyond that they have to get approval from the Department of the Army, Stevenson said.

This is in addition to the 9500 armoured humvees they have already transferred to Iraq. (and iraq bought about 1500 new ones)... so they have about 12,000 armoured humvees in the iraqi army and national police.

The U.S. must spend billions of dollars this fiscal year to “reinforce Iraq’s progress” as America’s military mission transitions to a civilian-led effort, Vice President Joseph Biden said.

Since the withdrawal of about 100,000 U.S. troops over the last two years and the build-up of Iraqi security forces, “Iraq today is far safer and more stable than at any time since the outbreak of war in 2003,” Biden wrote in an op-ed column published today in the New York Times.

Outlining a civilian mission for the U.S. for the coming year, Biden said money is required to help Iraq’s leaders conduct a census, resolve disputed internal boundaries, pass a hydrocarbon law to guide the distribution of oil revenue, pass a fiscally responsible budget and stabilize the economy through foreign investment.

“That is why, even at this difficult economic time, we are asking Congress to fulfill our budget requests to support America’s continued engagement, including our broader diplomatic presence, a modernization plan for the Iraqi security forces and financing for a police development program,” Biden wrote.

The cost of the civilian effort is less than a third of the $15 billion the U.S. will save in the coming fiscal year from the troop drawdown.

The Defense Department spends about $10 billion or more a year for every 10,000 troops in Iraq, said Michael Casey, a member of the House Armed Services Committee’s staff.

There are now fewer than 50,000 U.S. troops in Iraq, focused on training. They are scheduled to leave by the end of next year. The number of U.S. military personnel in Iraq swelled to about 170,000 in 2006 and 2007 during the height of the war.

Biden said the weekly tally of violent incidents in Iraq has dropped to about 160 from almost 1,600 in 2007.

“Nevertheless, Iraq’s security forces are not yet ready to operate fully on their own, and we must continue to support them,” he said.

After the United States has doled out about $24 billion during almost eight years of recruiting, training and mentoring, and furnishing weapons and equipment, "the Iraq Ministry of Defense, Ministry of Interior, and the army and police units they support do not have a supply system capable of maintaining operational readiness of the Iraq Security Forces."

That's one finding of a Defense Department inspector general's report released last week that assessed U.S. efforts to develop the logistical sustainment capability of the Iraq Security Forces.

The details are depressing. The report says the Defense Ministry is "generally dysfunctional" when it comes to "planning, programming, budgeting and execution processes."

Although the Interior Ministry has "matured" in its budgeting processes, it "could not effectively plan and contract to procure repair parts to support the Iraqi police vehicle fleet." For example, when the Interior Ministry requested the purchase of a $200 million helicopter fleet, it did not provide for spare parts, maintenance support or required infrastructure facilities.

With about $10 billion in military equipment on hand by end of 2011, Iraq would need about $600 million annually to maintain it, according to the defense IG. In 2010, however, the Iraq Defense Ministry allocated only $40 million for maintenance. Its processes for "identifying requirements, budgeting and executing contracting were broken," the report concluded.

Take the Iraqi army's system for allocating fuel to its commands.

The division commanders do not send their broken vehicles for repair, nor do they report those that are destroyed, because fuel is supplied based on the quantity and types of vehicles on their books. A local commander told the IG investigators that "it was more advantageous to keep unserviceable vehicles in order to continue receiving full fuel allocations and have enough fuel to operate the rest of his fleet."

American mentors are trying to get the Defense Ministry to change the fuel allotment policy so that it's based on operational needs rather than equipment.

The Iraqi army headquarters also provides an equal level of logistics support to all Iraqi divisions no matter what their operational needs. Thus, the 7th Division in Anbar province with an operational area of 160,000 square kilometers receives the same allocation of fuel and other logistics as the division stationed in Baghdad, which has an area of 100 square kilometers. As result, the 7th Division "could not carry out its mission to secure al-Anbar province because the fuel allocation was insufficient to operate division vehicles for the whole month," according to the IG report. The 7th Division commander requested a 200 percent increase in his fuel allocation, but there was no response from Baghdad while the DOD team was there.

In another issue, defense investigators found that Iraqi army commanders are also reluctant to send vehicles, such as armored personnel carriers, to repair facilities for fear that they won't be returned for a year or more, and then that they may not be working or may be stripped of parts.

Spare parts are also problematic. The Iraqi army's Joint Repair Parts Command stocked about 19,000 line items of which 3,000 were considered critical. However, all 3,000 were at zero balance when the DOD's IG team reviewed the command in March, though at the time, it had more than 11,000 requests for these items. The requests went unfilled.

"The end result was that 75 to 80 percent of the ISF [Iraqi Security Forces] vehicle and weapons inventory was not adequately supported for repair parts through a functional requirements-driven process," the report said. It also noted that Baghdad had given no logistics support over the past five years to the Iraqi navy, which had to buy low-quality spare parts on the local market.

Locally, army maintenance managers didn't like to "expose what stock they had on hand to others outside their unit." In addition, "up to 80 percent of the stock did not service any type of equipment that they have on-hand."

The Joint Base Workshop at Taji National Depot overhauls armored personnel carriers and five-ton vehicles. Its depot that handles Soviet-era personnel carriers and T-72 Soviet-era tanks has 12 overhaul facilities. Salaries at these facilities totaled more than $1 million a month, but production of repaired or refurbished tanks was zero. The staff was not adequately trained on available equipment, the report said.

Officials at the Taji facility also can't decide where to locate maintenance for the U.S. Abrams tanks that have been introduced in Iraq. When two test stands for the Abrams were set up in one workshop, electrical power was not connected because no Iraqi army personnel had been trained to run it.

Some logistics problems have been overlooked. For example, the Interior Ministry's prized Federal Police Sustainment Brigade is supposed to conduct anti-insurgent and anti-terrorist operations. The ministry has provided only 25 percent of the logistics personnel the brigade is supposed to have. As a result, only one of its four divisions has a logistics group. Beyond that, the United States arranged for all trainers and mentors assigned to the brigade to leave last June, because it is a brigade and not a larger unit.

The DOD's IG recommended that the decision be reassessed.

The overall number of U.S. and coalition military trainers for the Interior Ministry's Iraqi police has begun to drop - from 643 last February to a planned 350, when the State Department takes over the job next June. Of those, the number specializing in logistics for the police has already been cut, from 43 to 10. When the U.S. Embassy in Baghdad takes over that training, it plans to increase that to 29 people.

There also will be an effort to introduce logistics training at the newly established Iraqi International Academy.

The U.S. military has plans to use the remaining time in Iraq to assist the Iraqi army in building "an enduring logistical sustainment capability," according to the report. About $3 billion is included in the fiscal 2010 supplemental and the fiscal 2011 budget to finance the effort.

"Not accomplishing the mission could have significant consequences with respect to ISF ability to provide for Iraq's internal and external defense," the report concludes.

نفت وزارة الدفاع العراقية الأنباء التي تحدثت عن نيتها إبرام صفقات لشراء أسلحة متطورة من الولايات المتحدة الأميركية بقيمة 13 مليار دولار.
المتحدث باسم الوزارة اللواء محمد العسكري قال إن تلك الأنباء عارية عن الصحة، ولاتوجد لدى الحكومة العراقية أية نية في الوقت الحاضر لإبرام هكذا صفقات.
العسكري بين أن لدى الحكومة خطة طويلة الأمد لتطوير وتأهيل القوات العراقية البحرية والجوية والبرية بمختلف قطاعاتها، سيُعلن عنها في حينه.

هم يعتقدون أن التلاعب بالالفاظ يكفي لاخفاء النوايا...! ماذا تعني ( الخطط الموضوعة لتسليح القوات المسلحة ) ؟! الا تعني شراء أسلحة وتجهيزات مختلفة للقوات المسلحة أي صفقات بمليارات الدولارات وعادة ما تتم الصفقات وفق تخصيصات ومبالغ تصرف في خلال موزانات او تخصيصات مالية خلال عدد محدد من السنوات

الهاشمي يدعو الولايات المتحدة الى تسليح القوات العراقية

بغداد/ أصوات العراق: دعا نائب رئيس الجمهورية طارق الهاشمي، الأربعاء، الولايات المتحدة الأمريكية الى تسليح القوات المسلحة العراقية وتجهيزها الى جانب التدريب لتطوير أدائها بما يمكنها من الايفاء بمتطلبات حفظ الأمن الوطني، بحسب بيان لمكتب الهاشمي.
ونقل البيان، الذي تلقت وكالة (أصوات العراق) نسخة منه، عن الهاشمي دعوته للولايات المتحدة الأمريكية خلال لقائه الأربعاء، في بغداد السيناتور كارل ليفن رئيس لجنة القوات المسلحة في الكونغرس الأمريكي والوفد المفاوض المرافق له، الى أن "تنشط في عملية تسليح القوات المسلحة العراقية وتطوير أدائها".
وعرض الهاشمي خلال اللقاء "وجهة نظره بخصوص الوضع الأمني ومدى جاهزية القوات المسلحة العراقية للايفاء بمتطلبات الأمن الوطني في الداخل والخارج، مطالبا الولايات المتحدة بأن تنشط في اطار التسليح والتجهيز والتدريب من اجل تطوير أداء القوات المسلحة خلال الفترة التي تفصل البلاد عن موعد الانسحاب الكامل للقوات الأمريكية نهاية كانون الأول من العام الجاري".

وزارة الدفاع تكشف عن إستراتيجية جديدة في تسليح الجيش

مع اقتراب موعد انسحاب القوات الأميركية من العراق نهاية العام الحالي تتبع الحكومة العراقية إستراتيجية جديدة في تسليح الجيش من خلال التعاقد مع دول متعددة لشراء أسلحة ومعدات متطورة ومتقدمة تناسب المرحلة المقبلة. إذ كشفت وزارة الدفاع أن المرحلة المقبلة ستشهد التعاقد على تطوير الاسطول الجوي عبر إدخال أنواع جديدة من الطائرات المتطورة والمتقدمة الأوروبية الصنع.
وتشير الوزارة إلى أن الكثير من الصفقات يتم تجهيزها على دفعات وفقا لما يتم الاتفاق عليه بين العراق والدولة المجهزة، لافتا بهذا الصدد إلى أن صفقة دبابات الابرامز تسلم وفقا لما اتفق عليه.
وبينت الوزارة أن هنالك شروطا معينة يتم مراعاتها في كل صفقة مبرمة مشيرة إلى أن العراق يتعاقد مع دول كثيرة في هذا المجال كلا بحسب نوع السلاح الذي ترى فيه الحكومة حاجة ملحة.
طبيعة الأسلحة التي يتعاقد العراق على شرائها في الوقت الحالي تعكس رغبة واضحة لدى الحكومة العراقية في أن يكون تجهيز الجيش على مستوى عال من التطور والحداثة أملا منها في أن تكون قواته قادرة على حفظ الملف الأمني بعد الانسحاب المقرر نهاية العام الجاري.

ANNISTON ARMY DEPOT, Ala. - Vehicle production began here Jan. 12 on a Foreign Military Sales case facilitated recently by the U.S. Army Security Assistance Command to provide refurbished M113 armored personnel carriers and M88 recovery vehicles to the government of Iraq.

"These vehicles will help the government of Iraq be more self-reliant in the defense of their country, enabling our troops to come home," said Phillip Dean, chief of Integrated Logistics Support at Anniston Army Depot.

ANAD is planning to produce a total of 586 M113s, which are of the A2 variant. The FMS calls for 21 M88s.

ANAD's M113A2 work, estimated to be worth $60 million, is to be conducted here in partnership with defense contractor BAE Systems, said Carol Funderburg, depot business management specialist. BAE Systems is providing supply chain management under a Federal Acquisition Regulation contract. The vehicles to be repaired are from an excess stock of M113s at Sierra Army Depot in California.

"This M113 program is another excellent example of the continued success of the partnership ANAD has had with BAE Systems since 1995," said Funderburg.

This isn't the first time ANAD has performed work under a Foreign Military Sales case for Iraq, and more programs are expected, said Dean. Most recently, between November 2009 and December 2010, ANAD refurbished 140 M1 Abrams tanks for Iraq in partnership with General Dynamics Land Systems. ANAD will begin another M1 program in May to provide tanks for Saudi Arabia and is working now to develop business with Australia.

While the local community will be impacted by continued revenue flow, no new jobs were created for the M113 and M88 refurbishment work. "The benefit of this work to ANAD is the sustainment of our core capabilities," said Funderburg, "and it could serve as a model for additional M113 FMS workload."

Workers will be repairing the M113s at a rate of 50 vehicles per month throughout fiscal year 2011 until all are completed, said Dean. The first delivery of M113s to Iraq is set for July.
