تقرير امريكي حول العلاقات العسكرية بين العراق و امريكا

التقرير صادر بتاريخ 16 ديسمبر 2013 يصف العلاقات العسكرية بين العراق و امريكا اضافة الى ذكر اهم الصفقات التي تمت بين الدولتين من عام 2005 لحد 2013 بتفاصيل و افية. و من جهة اخرى يعتبر التقرير ان العلاقات العسكرية بين البلدين اهم القنوات لايقاف التدخل الايراني في العراق.

Boehner: US Should Help Iraq in Anti-Terror Fight


House Speaker John Boehner said Thursday that the United States should provide more equipment and other aid to the Iraqi government in its battle against al-Qaida militants, but he ruled out a reintroduction of U.S. troops for now.

The Republican leader said President Barack Obama must get more involved in helping Iraq as it seeks to reclaim two cities, Fallujah and Ramadi, overrun by al-Qaida fighters. Boehner said the U.S. has a vital national interest in Iraq and warned that the progress made by American forces before troops were withdrawn after nine years of war is being threatened.

"I think the president himself ought to take a more active role in dealing with the issues in Iraq," Boehner, R-Ohio, told reporters at his weekly news conference. "Secondly, we need to get equipment to the Iraqis and other services that would help them battle this counterterrorism effort that they're attempting to do. There are things that we can do to help the Iraqis that do not involve putting U.S. troops on the ground."

Pressed on whether he thought U.S. troops should be sent back to Iraq, Boehner said he didn't think "that is called for at this point in time."

The Obama administration has ruled out sending American troops back in but has been delivering missiles to help bolster Iraqi forces, and more are on the way.

Boehner did not specify what aid the U.S. should provide, but his office cited the sale of military equipment that Sen. Bob Menendez, D-N.J., has been blocking for months.

Congressional aides said Menendez, chairman of the Senate Foreign Relations Committee, has been holding up the sale of Apache helicopters and other equipment to Iraq because of concerns the Iraqi government could use the materiel for internal crackdowns instead of national defense.

Menendez and other senators also have been demanding that Iraq exert tighter control over its airspace to prevent Iran from sending war goods to Syrian President Bashar Assad's government.

The standoff has continued even after Iraqi President Nouri al-Maliki visited key legislators in Washington in late October. The aides spoke on condition of anonymity because they weren't authorized to speak publicly on the matter.

Menendez has been seeking answers from the State and Defense departments on Iraq's plans for the helicopters as well as its control of airspace before allowing the sale and lease of the helicopters and other equipment.

"The administration is now addressing concerns first raised in July that required responses before this sale could proceed. Provided these issues are sufficiently addressed, Chairman Menendez will be ready to move forward," Adam Sharon, a spokesman for the committee, said Thursday.

Menendez also received a personal letter from al-Maliki last week in which he responded to concerns raised by the committee chairman at the October meeting.

At his news conference, Boehner complained that Obama had delegated responsibilities for Iraq to Vice President Joe Biden and criticized the administration for failing to deliver of the status of forces agreement that would have left a residual U.S. force in Iraq.

American troops left Iraq in December 2011 as required under a 2008 security agreement worked out by former President George W. Bush. Both countries tried but failed to negotiate plans to keep at least several thousand U.S. forces in Iraq beyond the deadline to maintain security.

Al-Maliki's government refused to let U.S. forces remain in Iraq with legal immunity that the Obama administration insisted was necessary to protect troops. President Barack Obama had campaigned on ending the nearly nine-year war in Iraq and took the opportunity offered by the legal dispute to pull all troops out.

Nearly 4,500 U.S. troops were killed in Iraq between the 2003 invasion and the 2011 withdrawal. More than 100,000 Iraqi were killed in that time.

US closer to sale, lease of Apache helicopters to Iraq

WASHINGTON — A resurgence of militants in Iraq and the chaos they are creating has gotten Washington’s attention.

Speaker of the House John Boehner, R-Ohio, urged the Obama administration Thursday to re-engage on the matter and emphasized the need to maintain a long-term commitment to securing U.S. interests in that nation.

“Precious blood was spilled, and national treasure was expended helping Iraqis remove a brutal dictator and repelling terrorist elements determined to stamp out human freedom and dignity,” Boehner said, in prepared remarks. “That progress is now threatened and, in the case of Fallujah, it’s been reversed. … The United States has, and will continue to have, vital national interests in Iraq. We must maintain a long-term commitment to a successful outcome there. And It’s time that the president recognize this, and get engaged.”

Boehner also lamented the full withdrawal of U.S. forces at the end of 2011.

“A status of forces agreement with Iraq should have been agreed to,” he said, “and this administration failed to deliver.”

Sen. Carl Levin, D-Mich., chairman of the Senate Armed Services Committee, noted that President George W. Bush signed the agreement with the Maliki government to withdrawal all U.S. troops by the end of 2011, after Iraq refused to grant immunity from the Iraqi courts.

“[T]he decision to reject an ongoing U.S. troop presence after 2011 was Iraq’s, because of Iraq’s refusal to assure our troops would have protections from Iraqi courts,” Levin said in remarks prepared for a late Thursday floor speech.

Levin also was to weigh on military assistance, which is gaining traction on the Hill, saying most assistance is appropriate with assurances that they would not be used against political enemies.

“The question is whether the Maliki government would use them only against violent extremists,” Levin said in prepared remarks, “and whether we receive credible assurances that such weapons will be used to target Iraq’s real enemies, and not to further sectarian political objectives. With credible assurances, it would be appropriate to provide such assistance.”

On Wednesday, a powerful Senate Democrat has signaled that he might allow the transfer of AH-64 Apache helicopters to Iraq as the government in Baghdad struggles to recapture key territory seized by Islamic extremists, The New York Times reported.

Sen. Bob Menendez of New Jersey, the chairman of the Foreign Relations Committee, has blocked the lease and sale of the powerful attack helicopters for months, the Times wrote. He is seeking assurances that Iraq would not use them to attack civilians, and that the government in Baghdad would take steps to stop Iran from using Iraqi airspace to ship arms to Syria’s military.

Menendez received a three-page letter last week from Prime Minister Nouri al-Maliki of Iraq responding to his concerns and received an urgent call Tuesday from the State Department promising a further response, according to the report.

The Obama administration has proposed selling up to 30 of the helicopters to the Iraqis, but, because building them could take years, it has also asked to lease up to 10 aircraft in the interim, the Times noted. Administration officials said the Apaches could be useful in targeting fighters affiliated with al Qaida like those who have taken over parts of Fallujah and Ramadi. But even if Menendez dropped his objections, it could take until April to deliver them, and officials noted that pilots would still need to be trained.

The Times also wrote that the administration also is planning to ship more Hellfire missiles as early as this spring, 10 ScanEagle surveillance drones in coming weeks and 48 Raven surveillance drones later in the year. Those come on top of Aerostat surveillance balloons provided in September and three additional Bell IA-407 helicopters sent last month.

الكونغرس: سنسمح لصفقة بيع الأسلحة إلى العراق بالمضي قدما بعد مناقشة مخاوفنا

أعلن مجلس الشيوخ الأمريكي، اليوم الجمعة، أنه يقوم الأن بالبحث في المخاوف التي أثيرت والتي تستوجب إجابات قبل السماح لصفقات بيع الأسلحة إلى العراق بأن تأخذ مجراها، مشيرا إلى أنه "إذا ما تمت مناقشة هذه القضايا بشكل دقيق وشامل، فعندها سيكون مستعدا للمضي قدما بهذه الصفقة".

ونقلت وكالة (رويترز) عن المتحدث باسم لجنة العلاقات الخارجية في مجلس الشيوخ ادم شارون، إن "اللجنة تقوم الآن بالبحث في المخاوف التي أثيرت أولا في تموز والتي تستوجب إجابات قبل السماح لصفقات بيع الأسلحة إلى العراق بأن تأخذ مجراها"، مشيرا الى أن " من ضمن صفقات الاسلحة التي يمكن أن يتم الموافقة عليها هي بيع وتأجير مروحيات الاباتشي وطائرات f16".

وأشار شارون إلى أنه "إذا ما تمت مناقشة هذه القضايا بشكل دقيق وشامل، فعندها سيكون رئيس اللجنة السيناتور الديمقراطي روبرت مينينديز مستعدا للمضي قدما بهذه الصفقة".

وأشارت التقارير السابقة إلى أن مجلس الشيوخ أبدى عليه الاندفاع أكثر نحو الموافقة على طلب العراق بتزويده بطائرات الأباتشي الهجومية، في حين بقي هناك سيناتور بارز واحد لم يعطي بعد الضوء الأخضر لإدارة أوباما لتقديم الأسناد العسكري الذي يطلبه العراق لمساعدته في سعي القاعدة للسيطرة على الرمادي.

وكان السيناتور الديمقراطي روبرت مينينديز الذي يترأس لجنة العلاقات الخارجية في مجلس الشيوخ قد تراجع عن تأييده لتأجير وبيع عشرات من طائرات الأباتشي لحكومة المالكي من دون ضمانات معينة.

وكان قلق السيناتور مينينديز يحوم حول كيفية أن تضمن واشنطن عدم قيام قوات المالكي باستخدام هذه الطائرات ضد مناوئيه من أهالي السنة، وكيفية ضمان بقاء الكونغرس على اطلاع بعدم قيام العراق بمحاولات للسماح لإيران بنقل أسلحة إلى سوريا عبر مجاله الجوي.

وكان رئيس مجلس النواب الأمريكي جون بوهنير قد دعا إدارة أوباما لتقديم الأكثر من أجل مساعدة العراق في قتاله ضد تصاعد تهديدات القاعدة، لكنه امتنع عن الدعوة لإرسال قوات أمريكية مرة أخرى للعراق .

وأشار بوهنير خلال مؤتمر صحافي في وقت سابق أنه على الرئيس نفسه أن يتخذ موقفا اكثر فعالية في التعامل مع هذه القضية في العراق، ونحن بحاجة إلى إرسال معدات عسكرية للعراقيين مع خدمات آخرى تمكنهم من مواجهة الإرهاب، منوها إلى أن هناك أشياء بإمكاننا المساعدة بتقديمها للعراق، من دون إرسال قوات أمريكية على الأرض.

وقالت مصادر في مجلس الشيوخ بأن السيناتور مينينديز تلقى مكالمة في وقت سابق من نائب وزير الخارجية بيل بيرنز يطمئنه فيها بأن الخارجية الأمريية تعمل جاهدة لتزويد اللجنة بالضمانات التي طلبتها كشروط لدعم صفقة تجهيز العراق بطائرات الهليكوبتر حال تلقي الكونغرس إشعارا رسميا بذلك .

وكانت المتحدثة باسم الخارجية الأمريكية جين بساكي قد أخبرت الصحافيين بقولها أن "الإدارة ستدعم بالتأكيد تجهيز العراق بطائرات الأباتشي خصوصا معطبيعة الأوضاع الجارية على الأرض، وبشكل واضح فأن هذا أمر مستمرين بالعمل عليه مع الكونغرس".

وأكد رئيس الحكومة العراقية نوري المالكي، يوم السبت (الثاني من تشرين الثاني 2013)، أن العراق ينتظر موافقة الكونغرس الأميركي على امتلاك العراق طائرات من دون طيار وإباتشي و (اف 16)، وأشار إلى أنه أطلع أعضاء الكونغرس على الأهمية القصوى لتلك الأسلحة "لكسر شوكة الإرهاب"، وفيما اعرب عن امله بأن يكونوا "قد اقتنعوا بحاجة البلد إليها، شدد أن التعاقد عليها "سيأخذ وقتا طويلا".

ومن المتوقع أن تستمر علاقة العراق والولايات المتحدة خلال المرحلة المقبلة ضمن ما يعرف (اتفاقية الإطار الاستراتيجي) التي تنص على التبادل والشراكة بين البلدين في المجالات الاقتصادية والدبلوماسية والثقافية والأمنية.

صحيفة: عروض اميركية للمالكي لتدريب جيشه بدولة ثالثة والطائرات لن تحل الازمة

أكدت صحيفة أميركية، اليوم السبت، أن الإدارة الأميركية تدفع برئيس الحكومة العراقية، نوري المالكي، إلى قبول استراتيجية ذات قسمين، تتمثل باستخدام القوة العسكرية لمواجهة المسلحين، ومحاولة التوصل لمصالحة سياسية مع الزعماء والمجاميع السنية، وفي حين كشفت عن سعي وزارة الدفاع (البنتاغون) لإعداد خطة للبدء بتدريب مجاميع صغيرة من الجنود العراقيين بدولة ثالثة قد تكون الأردن، عدت أن إرسال الطائرات الحربية وبرامج التدريب "لا يمكن" أن يحل "الأزمة" التي يعيشها العراق حالياً في الأنبار.

ونقلت صحيفة لوس انجلس تايمز Los Angeles Times، في موضوع نشرته اليوم واطلعت عليه (المدى برس) عن أحد ضباط المارينز، ويدعى زيك اسكول، الذي شارك في معارك الفلوجة سنة 2004، في مواجهات مع تنظيم القاعدة برفقة الجيش العراقي، قوله "أشعر أن جزءاً مني يدفعني الى أن نقدم شيئاً في دعمنا لحلفائنا في العراق.. وأشعر أن جزءاً ثانياً مني يمنعني من تقديم دماء إضافية من الجنود الأميركيين في ذلك الجزء من العراق".

ورأت الصحيفة، أن هذه "الازدواجية تنعكس أيضاً في الاختلاف بالآراء التي بدأت تبرز في واشنطن، في وقت بدأ فيه نفوذ القاعدة بالانتشار في محافظة الأنبار، في مدينتي الرمادي والفلوجة، حيث أدت المعارك الدائرة فيها إلى مقتل المئات من المدنيين والجنود بالإضافة إلى المسلحين مع نزوح عشرات العوائل إلى المناطق القريبة خوفاً من استهدافهم".

ونقلت الصحيفة، عن الضابط الأميركي المتقاعد دوغلاس اوليفانت، الذي كان من القادة البارزين في الجيش الأميركي في بغداد، للمدة من 2006 إلى 2007، قوله إن هناك "الكثير من الأمور التي بالإمكان أن نقوم بها لمساعدة العراق"، مستدركاً "لكن الكل يتحدث عما يجب أن يفعل الآن، وليس هناك ما يمكن أن نفعله بنحو مباشر حالياً".

وقالت Los Angeles Times، إنه مع "انخفاض تواجد أميركا ونفوذها في العراق منذ انسحابها منه، بدأت إدارة أوباما بالتركيز على محاولاتها تقديم المساعدة من دون تعريض حياة الأميركيين للخطر أو أن تنحاز لأي طرف من طرفي النزاع الطائفي المتمثلة بحكومة المالكي في بغداد مع حلفائها من قادة العشائر ضد التمرد السني في الأنبار".

وأضافت الصحيفة، أن "البنتاغون سارع إلى إرسال 75 صاروخاً من نوع هيل فاير، جو أرض، إلى بغداد في منتصف كانون الأول 2013 المنصرم"، مشيرة إلى أن "مسؤولين أميركيين قالوا إنهم سيعجلون بتسليم 100 صاروخ آخر خلال الاسابيع المقبلة فضلاً عن طائرات سكان إيغل المسيرة".

واستناداً إلى قول مسؤول رفيع المستوى في وزارة الدفاع الأميركية، بينت الصحيفة، أن "الولايات المتحدة تسعى أيضاً لإرسال شحنات عاجلة من الأسلحة الخفيفة والذخائر للعراق"، مؤكدة أن "عدداً من مسؤولي البيت الأبيض مع قادة في البنتاغون وأعضاء في الكونغرس، قد تراجعوا عن الدعوة لمعونات أميركية جديدة كبرى لمساعدة حكومة المالكي باسترجاع السيطرة أو إيقاف زحف خطر الإرهاب الآتي من الجارة سوريا، في حين أن إرسال جنود من جديد أو حتى مستشارين لم تدرج قيد البحث لا في بغداد أو واشنطن".

وأوضحت الصحيفة، أن "مسؤولين أميركيين كبار، يقودهم نائب الرئيس الأميركي جو بايدن، حثوا المالكي على ممارسة ضبط النفس، السعي للحصول على دعم قادة العشائر السنة بدلاً من شن هجوم عسكري على الفلوجة يمكن أن يتسبب بمخاطر سفك الدماء"، لافتة إلى أن "الإدارة الأميركية تدفع بالمالكي إلى قبول استراتيجية ذات قسمين، تتمثل باستخدام القوة العسكرية في مواجهة المسلحين، مع محاولة التوصل بالوقت نفسه إلى مصالحة سياسية مع الزعماء والمجاميع السنية الواقعين في وسط النزاع، لكن البيت الأبيض متردد بتدخله أكثر من ذلك خوفا من انجراره ودخوله المعركة".

وتابعت Los Angeles Times، أنه "استناداً إلى مسؤول أميركي رفيع المستوى فإن البنتاغون يسعى لإعداد خطة للبدء بتدريب مجاميع صغيرة من الجنود
العراقيين في دولة ثالثة، من المحتمل أن تكون الأردن"، وأن "الخطة في مراحلها الأولى ولم تحظ بعد بموافقة مسؤولي الإدارة ولا حتى المسؤولين في العراق او الأردن".

وفي حين ذكرت الصحيفة، أن "المراقبين يرون أن إرسال طائرات الاباتشي أو حتى برامج التدريب لا يمكن لها ان تحل الأزمة التي يعيشها العراق حاليا في الأنبار"، كشفت عن تأكيد "مسؤولين أميركيين أن بلادهم قامت سراً بإطلاق طائرات استطلاع مسيرة فوق مناطق غربي العراق، في تشرين الثاني 2013 المنصرم، وأشركت حكومة المالكي بالمعلومات الاستخبارية التي حصلت عليها، لكن المالكي، الذي يخشى أن يبدو بأنه يتحرك ضمن النفوذ الأميركي، أمر الطائرات بالتوقف الشهر الماضي ولم يسمح لها بالاستئناف".

Arms Sale Debate Erupts as Fallujah Falls

WASHINGTON — Weapon sales to Iraq have become entangled in sharply escalated political debate after al-Qaida affiliated forces regained partial control of the cities of Fallujah and Ramadi.

Aides to Senate Foreign Relations Committee Chairman Sen. Robert Menendez, D-N.J., criticized the Obama administration last week, saying it had failed to engage Congress constructively on policy decisions, delaying the sale of certain weapon systems to Iraq.

Yet concern also exists that the Iraqi government could use some weapons against civilian opposition.

Menendez and others on the Hill voiced such concerns over US plans to sell Baghdad several Apache attack helicopters. Lawmakers are concerned that the Shia-dominated government of Iraqi Prime Minister Nouri al-Maliki could use the platforms to attack Sunni civilian opposition groups in Anbar province.

Often lost in the heated debate over aid and recent US policy is the fact that the United States has already sold or donated billions worth of equipment to the Iraqi security forces. In July 2013 alone, the US announced more than $4 billion in arms sales to Iraq, including 50 Stryker infantry vehicles, helicopters, missiles, communications equipment and a proposed $750 million logistics and maintenance contract that would ensure the health of all of the equipment into the future.

In an outgoing briefing with reporters before his retirement on Jan. 8, DoD policy chief James Miller said that complex foreign military sales (FMS) take time and planning to do properly and legally.

“We always want to work more quickly, but we’ve worked to make our foreign military assistance, our foreign military sales system, work as rapidly as possible,” he said. The United States has already sold more than 300 Abrams tanks to Iraq, along with 36 F-16 fighters due to be delivered by 2018.

Iraq also boasts US-made M113 infantry carriers, Humvees, Raven and ScanEagle drones, C-130 transport planes and Cessna 208 Caravans equipped with Hellfire missiles.

Miller also pushed back at criticism over US policy in the country, noting spillover from the turmoil in Syria and political dynamics in Iraq.

“I don’t see what’s happened since our withdrawal as a failure of policy,” he said. “I see what’s going on as a continued effort to work with Iraq to strengthen Iraq’s ability to combat terrorism.”

Despite this, Sen. John McCain, R-Ariz., insists that the Iraqis “need more. They need intelligence capabilities. They need more air capabilities. They need more planning capabilities.”

Democrats, such as Senate Armed Services Committee Chairman Sen. Carl Levin of Michigan and senior Foreign Relations Committee member Sen. Ben Cardin of Maryland, say they support additional arms sales beyond shipments the White House put on a fast track last week. But they support it with strings attached.

Baghdad has “got to do a lot more in terms of bringing in the Sunni groups that want Iraq to be a country, who aren’t part of al-Qaida, who aren’t extremists,” Levin said. The United States also needs “to have assurances what those weapons would be used for and who they would be used against. I’m for additional military aid for Iraq but only when those concerns have been met.”

McCain agreed, telling Defense News that Maliki needs to “reach out to the Sunnis to try and have some kind of reconciliation.” He insisted that “if we had stayed, there would have been that reconciliation. Instead, we left, and things went to hell in a hand basket — just as I predicted.”

These criticisms don’t always sit well with members of the Obama administration.

“We have to be honest about the limits of US control over events in a sovereign country,” said Julie Smith, who was deputy national security adviser to vice president Joe Biden until June 2013.

Over the last several years, president Obama’s deputy national security adviser Tony Blinken “was actually acting more like the Iraq desk officer” though his trips to Baghdad and continuous meetings with Iraqi officials were not always publicized, she said

“In this case it was a lot of crisis management and personality management” Smith said, adding that in cases like Iraq — which harbors obvious sensitivities over US involvement in domestic affairs — “there are circumstances where quiet, behind closed doors engagement is needed, and it could be detrimental if made public knowledge.”

While members were split on whether to attach strings to additional arms shipments, they are united against inserting US combat troops to help Iraqi forces quell the instability. “I want to make sure there is enough capacity — local capacity — without Americans,” Cardin said. “I don’t want this to be just an excuse to continue American military involvement.”

While the internal Iraqi political and ethnic situation is as complicated as any since the 2003 American invasion, officials in Washington counter these congressional criticisms by highlighting all of the capabilities that are in the pipeline.

“We are continuing to accelerate our FMS deliveries and are looking to provide an additional shipment of Hellfire missiles as early as this spring,” National Security Council spokeswoman Bernadette Meehan told Defense News on Jan. 8.

The US also announced it is providing 10 more ScanEagle surveillance UAVs in the coming weeks — to complement the 10 Iraq already has — along with 48 Raven surveillance UAVs this year. “These UAVs will help the Iraqis track terrorist elements operating within the country,” Meehan said. “We also provided aerostat surveillance balloons to the government of Iraq in September 2013 and delivered three additional Bell IA-407 helicopters in December 2013, bringing the total purchased by and delivered to Iraq to 30. These are used for [reconnaissance] and surveillance to support ground forces engaged in [counterterrorism] operations,” she added.

Military hardware is one thing, however, military professionalism, competence and tactical proficiency is another.

The last time the Iraqi Army engaged an enemy in any large and sustained way was 2008, when it pushed Shia militants out of the port city of Basra — with significant US help after a disastrous start to the operation — and another fight that year with militias in Sadr City in Baghdad, also with US support.

“There probably has not been a set piece operation since,” said Michael Knights, a Lafer fellow at The Washington Institute who specializes in the security affairs of Iraq and the Arabian Gulf states.

The difference this time is that the Iraqis will not have US enablers — planners, logisticians, drones, close-air support airlift — to assist.

Due to huge social program obligations and high salaries for government ministers, “the Iraqi military is actually one of the more underfunded parts of the government,” Knights added, ticking off a litany of unresolved issues and unknowns over how the Army will conduct itself in any new large-scale operation.

The US-trained and equipped counterinsurgency force of 2008 “has lost a lot of its skills, and has started to suffer absenteeism,” that Baghdad has been unable to stem, he added. Due to the lack of maintenance on old US equipment donated when the Americans were pulling out, “the bones of this force are weary. It’s a tired force that has been fighting counterinsurgency for eight-plus years.”

Knights also cautioned that much of the training provided by US forces in the last years of US involvement focused on conventional war-fighting skills such as drilling artillery battalions and tank regiments. “Even though that stuff is important in counterinsurgency, we’ve lost the ability to support their special forces, and that’s what you really need” in Anbar today.

The Pentagon said last week that it was considering ramping up training for Iraqi Special Forces units in nearby Jordan, and the US special operations forces chief for US Central Command, Maj. Gen. Michael Nagata, reportedly visited Iraq in December to make the case for US training to Iraqi officials.

Maliki “can’t afford failure” in Anbar, Knights said. If the tribes and the Sunni politicians acting as intermediaries between them and the government in Baghdad haven’t convinced al-Qaida to abandon the city, the Army will strike.

Fighting has already been raging for weeks, with Human Rights Watch accusing the Iraqi government Jan. 9 of using “indiscriminate mortar fire in civilian neighborhoods in Anbar province.”

The Army continues to tighten the noose in Fallujah, having closed checkpoints out of the city to the east, north and south, and is has refusing to allow people or supplies into the city

اعرب رئيس هيئة اركان الجيوش الأميركية المشتركة، الجنرال مارتن ديمبسي، عن "استيائه" لعدم تمكن العراق من الحفاظ على "الاستقرار في الانبار"، بعد "الفرصة" التي هيأها له الجيش الأميركي قبل انسحابه من العراق.

ونقل موقع وزارة الدفاع الأميركية، عن ديمبسي، قوله في خبر اطلعت عليه (المدى برس) أن "افراد قواتنا المسلحة من رجال ونساء الذين تم ارسالهم للعراق قد قاموا بواجبهم وانتصروا على القاعدة، وقد حققوا ما طلبناه منهم بالضبط"، مؤكدا ان "ظهور مسلحي القاعدة مرة اخرى ملوحين برايتهم في شوارع الفلوجة يحز بنفس كل جندي امريكي شارك في المعارك هناك".

وشدد ديمبسي على انه "فخور بما حققه الجيش الامريكي هناك"، مستدركا "لكن العراق اخفق باستغلال الفرصة التي منحناها له"، واكد ان "الحكومة مفككة وان القوات المسلحة على الرغم من بقائها صامدة فانها تواجه تحديات فيما يتعلق بالامور اللوجستية والقيادة والسيطرة".

وكان ديمبسي قد تولى قيادة الفرقة المدرعة الاولى في بغداد للفترة من 2003 الى 2004، وترأس ايضا مسؤولية المرحلة الانتقالية للقيادة الامنية في العراق للفترة من 2005 الى 2007.

ويضيف المسؤول القيادي في البنتاغون بقوله "مع ذلك فما يزال هناك امل بقدرة القوات الامنية العراقية، لأن الوقت ما زال مبكرا على القول بان الفلوجة والرمادي قد وقعت بأيدي القاعدة وان الجيش العراقي قد تراجع".

واشار ديمبسي إلى وجود "تاثير للحرب القائمة في سوريا على الوضع الأمني في العراق وتسلل عناصر القاعدة عبر الحدود الى العراق قادمين من بيروت ودمشق"، مضيفا أن "مسلحي القاعدة في تنظيم الدولة الاسلامية في العراق وبلاد الشام سيتحولون الى مشكلة يستوجب على القوات الامنية العراقية أن تقتلع جذورها".

يا حكومتنه العزيزة يا حكومتنه متى تعرفون ان امريكا لن ولم ولا تسلح الجيش العراقي ؟؟؟؟
اكثر من 10 سنوات والى اليوم والعراق يطالب امريكا بالتسليح عجيب امركم .
روسيا والصين موجودة والتسليم فوري وسلاحهم اكثر من كافي لدحر الارهاب والاخطار المحدقة بالعراق .
سيناتور واحد فقط هو المعارض لتسليح الجيش العراقي وبالتالي لا تسليح حتى يموت هذا السيناتور

طالبت من زمان ان يتم شراء هذا السلاح الرهيب بكميات كبيره وتركيبه علي الهمرات لان تأثيره يوازي تأثير مدفع صغير ، اتمني ان اراه علي الهمرات العراقيه ، لن يجد الأرهابيين عدوا اشدا عليهم من هذا السلاح :D

منذ فترة عرض على موقع "youtube" مقطع فديو قصير للمدرعة الامريكية "M3 Bradley" وهي تجري تمرين تعبوي في ميدان معسكر بسامية جنوب شرق بغداد وكان هذا التمرين هو جزء من تمارين اجريت في الميدان المذكور كانت من ضمنها اختبارات الدبابه ابرامز و التي اثنان وسبعون . طبعا مايثير اهتمامي هو بعض الاخبار التي تتحدث عن "رغبة" عراقية في اقتناء هذه المدرعة لمصلحة الجيش العراقي و تحديدا الفرقة التاسعة المدرعة .

the tank case involved the purchase
of 140 m1a1 abrams at just under a
billion. They want to buy another 175
at about $1.2 billion. The c130j case is
halfway complete, with three delivered
and three more to come, at a cost of less
than a billion. The integrated air defense
system case is under development
