In 2010, the Swedish Defence Material Administration, FMV, sold 350 light tanks to a state-run Czech company. The vehicles were no longer needed by the Swedish armed forces, and the Czechs said they were going to be used by the Czech army. That is according to the person at FMV who was in charge of the sale.
"They were exchanging parts of their own fleet and were going to use the rest for spare parts," Jan Villaume at FMV tells Swedish Radio News. "They seemed serious. We had no reason not to believe them."
But the state-run company turned out to be a middleman for the private Czech company Excalibur, which will now sell on 250 of the BMD-tanks to Iraq.
Andrej Cirtec is the spokesperson for Excalibur. He does not know whether anyone told the Swedes about the export plans, but he admits that the state-run Czech company was used as a middleman:
"The word middleman is pretty right, but I ask, what is wrong with this?"
The problem is that due to the Swedish export rules, FMV wouldn't have sold the weapons to the Czech Republic if they had known the end customer was Iraq. They wouldn't even have sold them if they had known that the private company Excalibur was the buyer.
"We were informed by them too that they were interested, and we told them that we cannot sell to them, since they are a private company," Jan Villaume at FMV tells Swedish Radio News.
In Sweden, the current, as well as the previous, government have said no to weapons export to Iraq. But as it is formally the Czech republic that is selling the vehicles, there is nothing Sweden can do.
"We clearly wouldn't have made the deal directly with Iraq, so it is now an indirect deal. It seems legal, but is not so good," says Jan Villaume at FMV.
According to Pieter Wiezeman at the peace research institute SIPRI, which publishes a yearbook on weapons sales around the world, the Swedes have been naive.
"Realistically, I think that they should have known that these tanks probably were not meant for the Czech Republic. They should have investigated this more carefully, that would have been very easy to do," says Wiezeman.
Swedish Radio News asks Wiezeman: "If they had asked you, you would have said that the tanks were not for the Czech army?"
"I would have said: don't sell to such a company, because I am guessing they will sell it on to a country that Sweden would not want to sell to," says Pieter Wiezeman.

السويد بالاضافة الى المانيا وبريطانيا اكثر الدول المتفانية بأرضاء اسرائيل وهذه الدول لاتعطي السلاح الا لمن يصافح اسرائيل كالبعران وغيرهم
فوق كل هذا يقولون اننا ندعم العراق وسوف نستمر بدعمه كما قال احد المسؤلين السويدين في كربلاء قبل فترة

Berlin OKs Delivery of Infantry Fighting Vehicles to Iraq
BERLIN --- Germany has approved the delivery of 280 Russian-designed Infantry Fighting Vehicles (IFV) BMP-1 to Iraq. The IFVs had been obtained by the Bundeswehr, the German Armed Forces, after German unification in 1990.
The armaments director in the German defense ministry, Lt Gen Benedikt Zimmer, signed a letter to a Czech company authorising the sale to Iraq. The letter has been obtained by Augen Geradeaus.net.
After taking over the Nationale Volksarmee, the armed forces of East Germany, the Bundeswehr overhauled the fighting vehicles. A number of those was given to Sweden und subsequently sold to a Czech company. As usual, Germany as the country of origin always had a say in proliferation of the BMPs.
After the company in Prague had requested approval of a sale of 280 BMP-1 to Iraq in 2013 and again in 2014, the German government decided in March to approve the delivery.
According to the German letter of acceptance, the Iraqi government as the sole recipient is obliged to use the IFVs only for national defense, crisis management or UN peace missions. Any further proliferation needs renewed approval by Germany.

هناك تحويرات بسيطة حسب ما منشور في أدناه وهي أمور ليست جوهرية ومن أهمها أزاله السكة الخاصة بمقذوف ميلتوكا أي ساجر المضاد للدبابات وكل
التأسيسات المتعلقة بذلك ، أي ان العربة لا يمكنها أطلاق هذه المقذوفات
• وضع نظام حماية للأسلحة التي تحول دون استخدام الأسلحة عندما تكون البوابات مفتوحة
• إزالة عناصر الاسبتس بأعتبارها مواد ضارة، في أجزاء معينة من العربة والاستعاضة عنها بمواد غير ضارة مع الإبقاء على مهامها الأصلية. وهذا يشمل بطانات الفرامل، وبطانة القابض الرئيسية، فضلا عن العزل
• تركيب نظام كشف الحريق لا يحتوي على غاز "الفريون، وهذه يمكن تشغيلها يدويا أو تلقائيا
• تركيب أضاءه خارجية، بما في ذلك للإشارة ، حسب معايير حلف شمال الأطلسي

In May 1997, the Swedish Defence Matériel Administration awarded a contract worth around USD25 million to the Czech Republic VOP 026 repair facility for the modification and renovation of 350 ex-East German Army, Russian-built BMP-1 infantry combat vehicles for the Swedish Army.
These upgraded BMP-1 vehicles, designated the Pbv 501 in Swedish Army service, were delivered to Sweden from 1998 through to 2001 to mechanise the Swedish Army infantry brigades.
As of mid-2006, there was no available date for when the Pbv 501 would be phased out of service with the Swedish Army.
Description
A detailed description of the Russian designed BMP-1 is given under the Russian Federation and Associated States. The main differences between the Pbv 502 and the BMP-1 are as follows:
• Removal of the launcher rail for the Koloma KBM 9K11 Malyutka (NATO AT-3 'Sagger') over the 73 mm gun 2A28 and its associated control box inside of the turret
• Weapon monitor circuits include devices inhibiting use of weapons when the hatches are open
• Removal of asbestos elements in certain parts of the vehicle and their replacement by harmless material, while retaining the original functions. This includes brake linings, main clutch lining as well as sealing and insulation
• Installation of a new fire detection and suppression system that does not contain Freon, this can be operated manually or automatically
• External lights, including indicators, now conform to NATO standards
• Sockets for outside starting, preventive charging of batteries and connection of devices are unified in accordance with NATO regulations
• Camouflage system corresponds to NATO regulations
• The accumulator batteries are now stored in a hermetic box ventilated outside of the vehicle space
• Observation devices are fitted with protective covers
• New footsteps, handles and non-slip coverings are installed to ensure safe movement of the crew on the hull
• Holders for Swedish weapons including sub-machine guns, machine guns and ammunition
