Strong Mi-17 Demand Boosts Prices

MOSCOW — The popularity of the Mil Mi-17 Hip helicopter for operations in Afghanistan is driving up prices for used versions and has created an order surge for manufacturer Russian Helicopters.

About 300 Mil Mi-8MTs (known as Mi-17s in the export market) are deployed in Afghanistan with international coalition forces, private contractors or under U.N. contracts, according to Russian experts. Some Russian companies, such as UTair Aviation, operate Mi-8MTs under U.N. contracts in many other regions.

UTair, which is the largest Russian helo carrier, recently increased its Hip fleet with an order for 40 Mi-171s. Deliveries should be completed this year.

The effect has to been to put pressure on the Russian market, where the Mi-8 remains the most widely used rotorcraft.

HIgh demand

The high demand affects only the latest version of the family, the Mi-8MT, because of its ability to operate in hot and high conditions. Compared with the earlier Mi-8T, the Mi-8MT has more powerful TV3-117 turboshaft engines, a new gearbox, improved tail rotor and control linkage, and extended fuel tanks. These upgrades increased Mi-8MT payload capacity by 1 metric ton as well as the operational ceiling. Production of this version was launched in 1977, but the design received an update in the late 1980s (the Mi-8MTV) for high-altitude operations.

“It is impossible to buy this modification on the pre-owned market,” one Russian helicopter dealer tells AVIATION WEEK.

Two years ago, a pre-owned Mi-8MT could be bought on the Russian market for $4-4.2 million, but now the average price for such rotorcraft is around $6.5 million, he says.

The high demand for Mi-8MTs on the pre-owned market is amplified by the shortage and high price tag for the new rotorcraft. Russian Helicopters, a holding that controls the national helicopter industry, rolled out 139 Hip versions in 2009, and CEO Andrei Shibitov says his production facilities are booked with orders until 2012. For the last three years, the price of the newly assembled Mi-8 rose to $9-10 million from $3.5 million.

However, the price increases could level off as demand in Afghanistan slows. “They will hardly grow further as the current price levels already raise questions about the operational profitability” of using the Mi-17, says Dmitry Ermilov, deputy head of Soyuzavia, a Moscow-based aircraft dealer.

Nevertheless, the market is unlikely to collapse if the Afghan conflict ends. Boris Bychkov, director general of Airclaims CIS, projects that demand inside Russia from the oil and gas sector will help ensure long-term demand.

At the beginning of 2010, there were more than 1,159 Mi-8 family helos registered in Russia, comprising almost 55% of the country’s commercial rotorcraft fleet.

Of those, 770 were operational and logged 87% of total flight time of all Russian-made helicopters on the local market during the mid-2008 to mid-2009 period.

Russia has an ample supply of earlier Mi-8 versions, but they have limited applications in Afghanistan and operate mostly in Russia owing to the low power provided by the TV2-117A engines.

Local pre-owned market demand is not large, but Ermilov notes that a rotorcraft assembled in the late 1980s or early 1990s in good condition can be purchased for $1.2-2 million. The operational life of this version is limited to 35 years, although the Mil design bureau can extend it to 40 years in some cases.

Note that the TV3-117 powered Hips are $10M with basic russian avionics and no self protection equipment.

Iraq is buying the one powered by the VK-2500 engines (base cost about $11M) and has had them retrofitted with NVGs, MX-15 FLIRs, new radios, AN/ALE-47 countermeasures and AAR-47s threat warning systems - add another $1M+...

so Iraq's paying $12-$13M per Mi-17.

A Blackhawk (with all the above equipment + much more) comes to about $15M.

I think the Blackhawk is more agile which makes its maintenance more expensive as well

But iraq already have 2 other trained squadrons of personnel for the Mis and have more than 900 Techs and pilots that only need a refresher .. so it can be in the service faster than the blackhwaks + cuts training money

Iraq Takes Delivery Of Russian-Made Helicopters

Iraq has received the last two in an order of eight Russian-made multi-purpose helicopters that cost $156 million, the U.S. Army said on Nov. 16.

The purchase is Iraq's latest effort to bolster its armed forces capacity ahead of a complete withdrawal of U.S. forces due by the end of next year, as the U.S. military still provides for much of Iraq's transport and logistics.

The two Mi-171E helicopters were delivered to the Iraqi army's base at Taji, 15 miles north of Baghdad, on Nov. 7, completing the order, the U.S. Army said in a statement.

Mi171E helicopters. Vk2500 engined airframes = $11M each. x 8 = $88M

Retrofit of MAWS/RHAWS/FLIR = $1.5M per airframe = $12M

bribes, stolen from the pockets of unemployed, poverty stricken iraqis = $56M

nice little earner if you can get it. - hope they all burn in hell.

Russian helicopter deliveries to Iraq are proceeding as planned, a source in the Russian aircraft industry said on Thursday, in response to American claims that deliveries are over-budget and late.
His comments came shortly after the U.S. Foreign Policy magazine said Mi-17 troop transport helicopters deliveries were behind schedule.
An article entitled How Not to Buy a Russian Helicopter, published on November 12, said "only eight of the 22 ordered helicopters for Iraq have been delivered so far, well behind schedule and above budget."
The Russian source did not say how many helicopters had been delivered so far.

BAGHDAD — Officials said the U.S. military is training the Iraq Army to use its helicopters as attack platforms.They said the training has focused on the Russian-origin Mi-17, designed for troop transport and other missions.
"It is a multi-mission helicopter," Iraqi Army Brig. Gen. Kalaf Frak, commander of Taji Air Base, said. "We can use the Mi-17s to fight terrorism, to conduct night missions and for medical evacuations."

Officials said the Iraq Army has been training on firing rockets from the Mi-17. They said the Russian helicopter, the staple of the Army's new Aviation Directorate, could be armed with an array of rockets, missiles and guns.
"This training is a step forward and will help them take over air missions," U.S. Air Force Lt. Col. Scott Curtin, a senior adviser, said.

On Oct. 27, three Iraqi instructors completed a portion of the Mi-17 weapons re-qualification training. The course included mission planning as well as firing 80 mm rockets from the helicopter toward ground targets. The instructors were said to have successfully fired 36 of 40 rockets.

Officials said the U.S. military has been helping the Iraq Army convert much of its helicopter fleet for attack missions. They pointed out that Baghdad had ordered the Bell-407 assault helicopter, which carries the advanced Hellfire air-to-ground missile. In November, the Iraqi military, in cooperation with U.S. trainers, fired Hellfire missiles from helicopters.

"Our advisers will continue to monitor this training and help determine steps for the Iraqi army Aviation Directorate to transition to real-world employment of these weapons in support of Iraqi army and other Iraqi security forces," U.S. Air Force Brig. Gen. Scott Hanson, director of the air operations training, said.

BAGHDAD, Iraq – The Iraq Army Aviation Command accepted delivery of four new Mi-171E helicopters at its headquarters in Taji, as two were delivered Jan. 16 followed two more Jan. 23.

This latest delivery brings Iraq Army Aviation Command’s total inventory of Mi-171E helicopters to 14, as part of a foreign-military-sales purchase made by the Iraqi Ministry of Defense. The delivery was part of an ongoing deal coordinated with the help of U.S. Forces-Iraq’s Iraq Security Assistance Mission.

During Operation New Dawn, U.S. Forces will continue to advise, train, assist and equip the Iraqi Security Forces; conduct partnered counter-terrorism operations; and support and protect civilian and military efforts focused on developing Iraqi civil and institutional capacity.

These Russian-made aircraft will be used to conduct a variety of missions including counter-terrorism, airlift and intelligence, surveillance and reconnaissance.

Iraq’s fleet of multipurpose helicopters now includes 30 Mi-17 (which includes a number of aircraft that were already in the Iraqi inventory) and 14 Mi-171E helicopters.

4/29/2011 - CAMP TAJI, Iraq -- Iraqi and American officials celebrated the delivery of two Mi-171E helicopters here Wednesday.

The delivery marked the ninth and tenth Mi-171E helicopter aircraft to arrive from a 14-aircraft purchase made by the Iraqi government for nearly $190 million last year. Two additional M-171Es were delivered to the base last week.

More than a dozen Iraq Training and Advisory Mission - Air and Iraq Security Assistance Mission advisors were alongside their Iraqi partners as the two new helicopters flew into Taji.

"This is a very big day for not only the Iraqi Army Aviation Command, but more importantly, it's another big step in the strengthening partnership between the United States and Iraq," said Brig. Gen. Robert McMurry Jr., whose organization, ISAM, facilitated the Iraqi government's purchase of the helicopters from Europe.

In total, the Iraqi Army Aviation Command currently has 16 Mi-17 (legacy model Mi-171s) and 18 Mi-171E helicopters in its inventory. The remaining four Mi-171 helicopters are scheduled to be delivered before this fall.

More than 30 ITAM-Air advisors from the 721st Air Expeditionary Advisory Group currently train Iraqis from IqAAC's 15 Squadron to fly, maintain and employ the Mi-171E. Five U.S. Air Force pilots are training 15 Squadron to fly the Mi-171 multi-mission aircraft using night-vision goggles and conduct joint missions with Iraq Counter-Terrorism Bureau special operations forces.

وصلت وجبة جديدة من طائرات مي 171 الأوكرانية الصنع بموجب العقد المبرم بين الجانبين العراقي والأوكراني
والوجبة هي من ضمن عدة وجبات وصلت الى العراق حيث وصلت 80 % من الطائرات الى العراق وهي متعددة الاستخدام ولها القدرة على الطيران ليلا وبمختلف الأجواء حيث تم تزويدها باجهزة متقدمة ومتطورة ومن المنشأ الروسي والامريكي..
نقلا عن القناة الحكومية العراقية.

سمتية ممتازة موجودة في القوة الجوية العراقية منذ منتصف الثمانينات اثبتت جدارة كبيرة بقابليتها على تحمل اشد الضروف البيئية القاسية من ارتفاع درجات الحرارة و الاتربة و الغبار لكني أأمل ان نرى في المستقبل سمتيات الـMi-28I و هي نسخة من الـMi-28N Night Killer معدة لتحمل أجواء العراق و التي اجرى العراق مباحثات مع دولة روسيا لتجهيزها للطيران الجيش العراقي لكن ظل مصير الصفقة مجهول

ANNAPOLIS, Md.--(BUSINESS WIRE)--ARINC Engineering Services, LLC, today announced it has completed the modification of 22 Russian Mi-17 Helicopters for use by the Air Force of Iraq, under a 2007 U.S. Army contract.

“The acquisition, modification and delivery of these Russian helicopters to Iraq and Afghanistan was a groundbreaking program for ARINC Engineering Services, for our Russian teammate, AAL Group LTD, for the United States Government, and for the Russian Federation”
The final two aircraft were handed over to Iraqi representatives in Taji, Iraq on June 15, six weeks ahead of schedule. Last year, ARINC Engineering Services completed a similar upgrade of 10 Mi-17 Helicopters for the Air Force of Afghanistan. Most of the modification work on both programs was performed in UAE.

“The acquisition, modification and delivery of these Russian helicopters to Iraq and Afghanistan was a groundbreaking program for ARINC Engineering Services, for our Russian teammate, AAL Group LTD, for the United States Government, and for the Russian Federation,” stated David Turansky, ARINC Program Director. “The success of the programs is a testament to the teamwork of the government organizations and companies involved.”

The Iraq program was originally scheduled to complete final aircraft deliveries by July 25, 2011; however ARINC was able to deliver the aircraft ahead of schedule. “With the help of our subcontractor, AAL Group LTD, we were able to move the delivery up to June 15, 2011,” Turansky stated.

The U.S. Army contracts were managed by the ARINC Engineering Services Program Office in Warner Robins, GA.

ARINC Engineering Services also provides maintenance and logistics support services at Camp Taji, Iraq to support the Iraqi Air Force’s Mi-17 helicopters and other aircraft under a separate U.S. Army contract. ARINC also provides aircraft maintenance training for the Iraq Air Force.
