IDEX 2015: Local contender enters Emirati 8x8 race



The new Enigma infantry fighting vehicle (IFV) that was unveiled at IDEX 2015 in Abu Dhabi will be submitted for the Emirati military's long-standing 8x8 IFV requirement, IHS Jane's has confirmed.

Mohamed bin Jabr al-Suwaidi, CEO of Emirates Defense Technology (EDT), which is developing the Enigma, said the vehicle had been developed specifically for the United Arab Emirates (UAE) Army. This was the reason why the vehicle displayed at IDEX was fitted with the turret from the BMP-3 tracked IFV that is currently in service with the UAE Army, he added.

"Next summer the UAE will conduct more tests on the new vehicle," confirmed Suwaid. "We focused our production on the hot climate and the movement of Engima in the desert."

Powered by a Caterpillar C13 diesel engine developing 711 hp, the Enigma will have a typical combat weight of 28 tonnes. It uses a Timoney Technology suspension system that provides a high level of cross-country mobility and is designed to be easily replaced if damaged by mines or improvised explosive devices.

Its V-shaped hull is made from all-welded armour and can be fitted with appliqué armour for a higher level of protection.

While the vehicle displayed at IDEX had the BMP-3 turret, EDT says the vehicle's modular design means it can be fitted with a wide range of weapons. A model was displayed at IDEX showing an Enigma carrying the BAE Systems 155 mm M777 lightweight howitzer.

Other options being considered include the Rheinmetall 35 mm Skyranger air-defence turret and the UralVagonZavod 37 mm AU220M remote turret.

In the IFV role the Enigma will be able to carry eight dismounts and three crew and will be fully amphibious.

COMMENT

Although reports of a local contender for the 8x8 requirement emerged at IDEX 2013, the unveiling of the Enigma will have demoralised the other companies in the competition, which has been ongoing since at least 2007, when Patria first displayed a version of its AMV 8x8 fitted with a BMP-3 turret. The other main contender is believed to be Nexter's VBCI.

Indeed, the fact that the Enigma was unveiled at IDEX by General Sheikh Mohammed bin Zayed al-Nahyan, the crown prince of Abu Dhabi and deputy supreme commander of the UAE's military, suggests it has high-level of political support.

مساع لإنشاء جيش عربي لمواجهة الإرهاب

بعد اتساع رقعة الإرهاب في المنطقة العربية، دعت مصر إلى إنشاء قوة عربية مشتركة لمكافحة الإرهاب، وهي القوة التي تجدد الحديث عنها في ظل التطورات الأخيرة التي تعصف بالمنطقة.

فمع ظهور التنظيمات المتشددة مثل داعش وانتشاره في العراق وسوريا وليبيا، أصبح التنظيم والموالون له كيانا يهدد ليس فقط استقرار الدول العربية بل الأمن القومي العربي.

فمصر دعت على لسان رئيسها عبد الفتاح السيسي إلى إنشاء قوة عربية مشتركة، والذي أكد أن تشكيلها بات ضرورة ملحة، أما السعودية فطالبت بتشكيل تحالف عربي للقضاء على بؤر الإرهاب، فيما انضمت الأردن لهذه الجهود.

من جانبها، أعدت جامعة الدول العربية دراسة بهذا الشأن عرضها من قبل الأمين العام، نبيل العربي، وسيعيد طرحها في الاجتماع المقبل لوزراء الخارجية في الثامن من مارس الجاري.

ويقول مستشار أكاديمية ناصر العسكرية، اللواء هشام الحلبي، لـ"سكاي نيوز عربية" إن الوقت حرج جدا ويجب إنشاء هذه القوة، لأن هناك بالفعل تدريبات عسكرية مشتركة تم بين عدد من الدول مثل ما بين مصر والسعودية والإمارات والأردن ما يساعد على إنشائها".

وأوضح أن "قوام القوة العربية المشتركة يجب أن تتكون من فرق عمليات خاصة وفرق استخباراتية".

من جانبه، شدد وزير الإعلام الأردني الأسبق، نبيل الشريف، على أن "الحرب على الإرهاب هي حرب العرب لأن بشاعة ما تقوم به التنظيمات المتشددة مثل داعش تهدد المنطقة".

وأشار الشريف لـ"سكاي نيوز عربية" إلى أن "القوة العربية المشتركة قيد الدراسة المعمقة، موضحا أن هناك اتفاقية الدفاع العربي المشترك جرى توقيعها من قبل إلا أن الأحوال تغيرت عن ما كان في السابق".

تجارة السلاح في العالم.. الصين تنازع أمريكا وروسيا و54% من واردات الشرق الأوسط خليجية



دبي، الإمارات العربية المتحدة (CNN)- لفت تقرير حول تجارة الأسلحة في العالم إلى أن الحرب على "التنظيمات الإرهابية"، وفي مقدمتها تنظيم "الدولة الإسلامية"، المعروف باسم "داعش"، وجماعة "بوكو حرام"، كان لها دورا كبيرا في إعادة صياغة حركة هذه التجارة، خاصةً في منطقة الشرق الأوسط.

وذكر التقرير الصادر عن معهد ستوكهولم الدولي لأبحاث السلام "سيبري" الاثنين، أن حجم تجارة الأسلحة التقليدية الرئيسية على مستوى العالم ارتفع بنسبة تصل إلى 16 في المائة، خلال السنوات من 2010 إلى 2014، مقارنة بالسنوات الخمسة السابقة بين عامي 2005 و2009.

وأكد التقرير، الذي حصلت CNN بالعربية على نسخة منه، أن الولايات المتحدة الأمريكية حافظت على صدارتها كأكبر دولة مصدرة للأسلحة، بعدما ارتفعت صادراتها خلال تلك الفترة بنسبة بلغت 23 في المائة، وهي نسبة تمثل 31 في المائة من حجم صادرات السلاح على مستوى العالم.

أما روسيا، فقد احتفظت بالمرتبة الثانية، رغم ارتفاع صادراتها في السنوات الخمسة الأخيرة، بنسبة 37 في المائة، أي حوالي 27 في المائة من الحجم العالمي، بينما تمكنت الصين من التقدم للمركز الثالث، بعدما زادت صادراتها من الأسلحة بنسبة تصل إلى 143 في المائة، وإن كان الفارق بينها والولايات المتحدة وروسيا مازال كبيراً.

ونقل التقرير عن مديرة برنامج الأسلحة والإنفاق العسكري في المعهد، أود فلرا، قولها إن "لفترة طويلة، اعتبرت الولايات المتحدة صادرات الأسلحة كأداة رئيسية للسياسة الخارجية والأمن، ولكن في السنوات الأخيرة، فقد الصادرات كانت مطلباً ملحاً لتعزيز صناعة السلاح، في وقت شهد تراجعاً في الإنفاق العسكري."

وبالنسبة لمنطقة الشرق الأوسط، فقد أشار التقرير إلى أن دول الخليج استحوذت على 54 في المائة من واردات المنطقة من الأسلحة، لافتاً إلى أن واردات الدول مجلس التعاون الخليجي ارتفعت خلال السنوات الخمسة الأخيرة بنسبة 71 في المائة، مقارنة بالسنوات الخمسة السابقة.

وأكد تقرير "سيبري" أن المملكة العربية السعودية أصبحت ثاني أكبر مستورد للأسلحة التقليدية الرئيسية على المستوى العالمي، بعد أن تضاعفت واردتها بنحو أربع مرات.

وقال الباحث في برنامج الأسلحة والإنفاق العسكري، بيتر ويزمان: "مع اعتمادها على واردات الأسلحة من أمريكا وأوروبا، تمكنت دول مجلس التعاون الخليجي من زيادة قدرات وتطوير جيوشها"، وأضاف أن "دول الخليج، بالإضافة إلى مصر والعراق وإسرائيل وتركيا، سوف تتسلم شحنات إضافية من الأسلحة خلال السنوات المقبلة."

ولفت التقرير إلى أن واردات الدول الأفريقية من الأسلحة ارتفعت بنحو 45 في المائة، خلال الفترة ذاتها، وكانت الجزائر أكبر مستورد في القارة الأفريقية، تليها المملكة المغربية، كما حصلت نيجيريا والكاميرون على الأسلحة من العديد من الدول المصدرة، لمحاربة جماعة "بوكو حرام."

وأضاف أن دولة العراق تسلمت أسلحة من عدة بلدان، منها إيران وروسيا والولايات المتحدة، خلال العام 2014 الماضي، لمحاربة تنظيم "داعش"، الذي يسيطر مسلحوه على مناطق واسعة في كل من العراق وسوريا، كما بدأ يكتسب مؤيدين له في عدد آخر من دول الشرق الأوسط.

Indonesia, Japan to Sign a Defense Agreement

Indonesia said it will sign a defense agreement with Japan -- a move certain to raise concerns in China, with which Jakarta already has a military pact.

Indonesia on Friday announced that a non-binding defense agreement will be signed with Japan next week when President Joko Widodo visits Tokyo for talks with Prime Minister Shinzo Abe.

Indonesian officials say the agreement will increase cooperation in military technology, training and peacekeeping operations; a significant boost above their current defense relationship, which is essentially limited to the exchange of military students. The new pact might also include exchanging intelligence information.

Indonesia has enjoyed a more formal military relationship with China -- with which it has a binding agreement -- and has purchased Chinese missiles and other equipment.

President Widodo is also to visit China immediately after Japan.

Foreign Ministry spokesman Armanatha Nasir said the president will raise the contentious South China Sea territorial dispute in both Tokyo and Beijing.

'Of course the issue of regional peace and stability will be discussed both in Japan and China, because the importance of ensuring that the region continues to benefit from stability and peace, because this is a major factor in the contribution for the region's economic development,' Nasir said.

Japan does not have claims in the South China Sea, but it and China do dispute the sovereignty of uninhabited islands in the East China Sea, which are controlled by Japan.

Indonesia, the largest country in Southeast Asia in terms of size and population, has taken a neutral stance on territorial disputes, as Nasir points out, offering itself as a broker to its neighbors and China.

'We're a non-claimant country, but we're committed to helping ensure that there can be trust within the countries, claimant countries, on this issue,' noted Nasir. 'We have pushed for the negotiation through ASEAN in particular, and I think there's certain progress there where China and the other claimants who are ASEAN members have been discussing this issue.'

Under Prime Minister Abe, Japan has bolstered its security policy, increasing ties with the Philippines and Vietnam, which also have territorial disputes with China.

Closer military ties with Jakarta would make the Japanese defense industry more competitive with South Korean manufacturers of military equipment.

At home, Abe has sought to loosen restrictions contained in Japan's pacifist constitution imposed on it by the United States after the Japanese defeat in the Second World War. WASHINGTON, March 20, 2015 – The Defense Department is moving forward with plans to train members of the Ukraine National Guard beginning in late April, Pentagon spokesman Army Col. Steve Warren said yesterday.

The department will use its authorities under the Global Security Contingency Fund as part of a joint DoD-State Department initiative to strengthen Ukraine's internal defense capabilities, Warren told reporters during a daily briefing.

"We plan on sending about 290 U.S. service members, specifically paratroopers from the [Army's] mighty 173rd 'Sky Soldiers' Airborne Brigade based in Vicenza, Italy," he said, to train six Ukraine National Guard companies with a focus on internal security and territorial defense.

The training will be conducted in western Ukraine at the International Peacekeeping and Security Center in Yavoriv, near the border with Poland, Pentagon spokeswoman Eileen Lainez said.

Training for Guard, Headquarters Staff

There will also be training for headquarters personnel, she added, focusing on the continued professionalization of Ukrainian staff members.

The training is part of a long-term strategy to build Ukraine's capacity and capabilities, she added, and to help increase the professionalism of its forces.

"It is similar to previous long-standing exercises we have conducted in Ukraine since 1995," she said. "The United States conducts joint exercises and training with our partners and allies throughout Europe and all around the world."

The United States believes there is no military resolution to the Russia-Ukraine crisis, but that Ukraine has a right to defend itself, Lainez said.

Sustaining Ukraine's Defense

"This assistance is part of our ongoing efforts to help sustain Ukraine's defense and internal security operations. In particular, the training will help the Ukraine government develop its National Guard to conduct internal defense operations," Lainez noted, adding that the program is designed to strengthen Ukraine's defense capability and capacity and assist in its defense reform.

The training mission involves equipping Ukraine security forces, and this nonlethal equipment includes basic field uniforms and equipment, body armor, night-vision devices and tactical radios, she said. The train-and-equip program for the Ukraine National Guard will cost $19 million, she added.

Austere Challenge 2015

Also in the region, Warren said, U.S. European Command yesterday began executing a large-scale defense exercise called Austere Challenge 2015 that will involve 4,000 U.S. service members.
The exercise consists of command-post simulations and aims to train and prepare Eucom and component command headquarters staffs to plan for and respond to crises, Warren said. The exercise is taking place at several locations in Germany and the United Kingdom, he added.

"Training events such as Austere Challenge are vital to ensuring the men and women of Eucom are well-positioned as America's forward presence," Warren said, "standing alongside our proven and indispensable European allies and partners to ensure regional stability."

T-X, future T-38 jet replacement, requirements released

JOINT BASE SAN ANTONIO-RANDOLPH, Texas (AFNS) -- Air Force officials released requirements for the T-X trainer aircraft family of systems that will replace the T-38 Talon, March 20.

The release is the first under the service's new 'Bending the Cost Curve' initiative and follows Secretary of the Air Force Deborah Lee James' emphasis on increased dialogue with industry to build affordability into the acquisition process.

"The industry dialogue will help guide Air Force evaluation of threshold and objective requirements, producing better informed cost-capability decisions," James said.

"The T-X requirements are being released approximately 10 months earlier than under the normal acquisition process and is part of an ongoing effort for more deliberate and open engagement with industry," said Brig. Gen. Dawn Dunlop, the director of plans, programs and requirements at Air Education and Training Command.

The initial draft requirements were released in 2012, allowing industry to make more informed, early design decisions, Dunlop said. Ultimately, the collaboration will shape a more capable and affordable pilot training system for the Air Force.

The T-38 is no longer a practical trainer to prepare Air Force pilots for newer, more advanced aircraft, Dunlop said. Currently, 12 of 18 advanced pilot training tasks can't be completed with the T-38, relying on fighter and bomber formal training units to complete the training at a much greater cost.

"Cockpit and sensor management are fundamentally different today in 4th- and 5th-generation aircraft than it was when the T-38 was built in 1961," Dunlop said. "While the T-38 has been upgraded to a glass cockpit, the inability to upgrade the T-38's performance and simulated sensor capability presents a growing challenge each year to effectively teach the critical skills essential to today's military pilots."

A second issue for the T-38, according to Dunlop, is aircraft sustainment. The T-38s assigned to AETC have not met the command's requirement for 75-percent availability since 2011, meaning many are not mission capable and unavailable for training.

The T-X requirements identify three key performance characteristics for the advanced pilot training mission: sustained G, simulator visual acuity and performance, and aircraft sustainment. While there are just over 100 requirements in all, these were the most critical to ensure the T-X Family of Systems closes training gaps and creates strategic agility for the future.
A highlight in the requirements is embedded training with synthetic sensors and data link. Significant progress has been made the past decade in synthetic training that very closely approximates the real system. Currently, nine partner air forces already have advanced pilot training systems that take advantage of these increased capabilities.

The Air Force plans to award a contract for 350 T-Xs to replace the 431 AETC T-38s in the fall of 2017, with initial operational capability by the end of 2023. The service will accept proposals for currently fielded and clean-sheet designs to meet the Air Force's undergraduate pilot and introduction to fighter fundamentals training needs.

One requirement not part of the release is for the T-X to serve in a "red air" or adversary role, during live-fly exercises. The fiscal year 2016 budget includes approximately $40 million across the Future Year Defense Plan in Stores-Aircraft Interface funds as a wedge to provide future planning or development options related to T-X.

"The money for the Stores-Aircraft Interface project should be considered separately from the Advanced Replacement T-X program," said Gen. Robin Rand, the commander of AETC. "A T-X variant is just one option for red air if we decide there's a requirement for it."

The requirements released March 20 were shaped by cross-talks between major command leaders, program office discussions and partner buy-in, Rand said.

"The T-X offers the right capabilities to train our Air Force pilots well into the future," Rand continued. "It's designed to meet our nation's needs, reduce inefficiencies, and increase effectiveness while keeping the cost as low as possible."

Russian T-14 Armata: Most Powerful Tank in the World in Details

The new Russian T-14 Armata Main Battle Tank (MBT) will likely steal the show at the 2015 Moscow Victory Parade on May 9.

The Russian Ministry of Defense officially revealed the country's most advanced battle tank, the T-14 Armata Main Battle Tank (MBT), arguably the world's deadliest armored fighting vehicle, a couple of weeks ahead of the grand 2015 Moscow Victory Day Parade.

The new T-14 and the rest of Russia's new armored vehicles show a huge technological leap from the old Soviet-era military hardware.

'The new vehicles are principally clean-slate designs and represent the biggest change in Russia's armored fighting vehicle families since the 1960s and 1970s,' HIS Jane's 360 Defense Weekly reported.

The key feature of the new tank is its unmanned remotely-controlled turret, with crew members seated in an armored capsule at the front of the tank's hull.

The T-14 is armed with a 125 mm smoothbore cannon that can fire high-powered munitions, including armor-piercing discarding sabot projectiles, guided missiles, shaped-charges and other types of munitions. The muzzle energy of the tank's cannon is greater than that of the German Leopard-2 Rheinmetall 120 mm gun, according to the Diplomat.

It is speculated that the Armata tank might also come with a 152 mm gun. If this is true, the tank will have the most powerful cannon ever mounted on a main battle tank. The T-14 will also carry a 30-mm sub-caliber gun to shoot down low-flying aerial targets, including planes and helicopters. To defend against incoming anti-tank missiles, the T-14 will have a 12.5 mm turret-mounted heavy machine gun, RT said.

The Armata is literally a one tank army. The T-14 can defend itself from pretty much anything. Even the most modern Apache helicopter would not have a 100 percent chance of destroying the tank with its missiles, the US Foreign Military Studies Office (FSMO) said.

To finish all of that, the tank has fully automated ammunition loading and computerized targeting systems. Despite all the guns and computerized technology built into the armored vehicle, the menacing tank only needs two servicemen to operate it.

The Armata tank is set to undergo state trials in 2016, Uralvagonzavod is expected to supply over 2,300 of the new tanks to the Russian military by 2020. The Armata tanks will replace the older T-72 and T-90 tanks.

KAZAN, April 29. /TASS/. Russian Defense Minister Sergey Shoigu gave instructions on Wednesday to study the issue of resuming the production of Tupolev Tu-160 (NATO reporting name: Blackjack) supersonic strategic bombers at the Kazan aviation plant in the Volga Republic of Tatarstan.

'It is necessary already today to start implementing tasks not only for keeping in good order and modernizing the fleet of long-range aviation but also for reproducing Tu-160 missile carriers,' Shoigu said during a visit to the Kazan plant.

The Tu-160 bomber is 'a unique plane that has been several decades abreast of time and has not used its constructive possibilities to the full extent until now,' the Russian defense minister said.

'No one has devised a better plane in the supersonic category up to date,' Shoigu said.

The Russian Air Force currently operates about 15 Tu-160 strategic bombers. The missile carriers are undergoing modernization, which was announced in 2012.

Russia is currently developing a new strategic bomber dubbed PAK DA (prospective aviation complex of long-range aviation). The new bomber is expected to make its first flight in 2019 and become operational in the Russian Air Force approximately in 2023-2025.

According to previous reports, Defense Minister Sergey Shoigu held a workshop on the restoration and maintenance of the country's long-range aviation fleet. The Defense Ministry said Shoigu has visited the Kazan Aviation Plant and gave orders to furnish the enterprise with new equipment to boost the long-range aviation power.

Ahead of the meeting, the ministry said, Shoigu visited shops of the aircraft plant where the Tu-160 and Tu-22M3 bombers are repaired and modernized.

The Defense Ministry press service told TASS on Wednesday that Russia's Air Force will get two strategic bombers Tupolev Tu-160 and twelve long-range Tu-22M3 bombers before the end of this year.

In February, Russian Air Force Commander Viktor Bondarev said that deep modernisation of five Tu-160 and nine Tu-22M3 aircraft would be completed this year.

'Six more Tu-22M3 aircraft have been taken for modernization to the Gorbunov Kazan Aviation Plant,' the press service said.

The Kazan Aviation Plant, founded in 1927, is a subsidiary of JSC Tupolev. It currently manufactures special purpose aircraft on the basis of Tu-214, as well as repairs and modernises bombers. In addition, the company manufactures and supplies components and assemblies within the framework of cooperation with other plants of the United Aircraft Corporation. In particular, the Kazan plant is preparing for the production of wings and tail assembly for the IL-476 planes.
