Northrop Grumman Guidance and Electronics Company Inc., Woodland Hills, Calif., has been awarded a $200,000,000 indefinite-delivery/indefinite-quantity contract to perform acquisition and sustainment for the Embedded Global Positioning System Inertial Navigation System (EGI). The acquisition and sustainment will consist of platform integration, modernization, diminishing manufacturing sources, flight test support, technical support following integration efforts, training, engineering support/studies, contractor depot repair, spares, and data for the standard EGI. Work will be performed at Woodland Hills, Calif., and is expected to be complete by Dec. 31, 2018. This award is the result of a sole-source acquisition. This contract allows for orders to support foreign military sales countries; it is estimated that unclassified FMS sales will account for approximately 45 percent of the total contract ceiling. Contract contains five ordering periods in total. The first order placed against this IDIQ contract will obligate $2,027,004 of FMS funding in support of unclassified Iraq EGI sales and $722,192 of FMS funding in support of unclassified Thailand EGI sales. This FMS contract is in support of Iraq and Taiwan. Performance location and type of appropriation will be determined with each order. Rockwell Collins-ESA Vision Systems (formerly Vision Systems International LLC), Fort Worth, Texas, has been awarded a maximum $14,666,736 firm-fixed-price contract for replenishment spare parts in support of the A/24A-56 joint helmet mounted cueing system. This contract is a sole-source acquisition. Location of performance is Texas, Oregon and Israel with a July 31, 2015 completion date. Using military services are Navy, Air Force, and Air National Guard. A portion of this contract is in support of foreign military sales for Canada, Chile, Pakistan, Portugal, Thailand and Iraq. Type of appropriation is Air Force fiscal 2013 investment funds, Air Force and Air National Guard fiscal 2014 operations and maintenance funds, Navy fiscal 2013 and fiscal 2014 aircraft procurement funds and FMS funds. Contractor provided training shall be based on standard commercial-off-the shelf configured King Air 350 proline 21 avionics. Work will be performed at New Al-Muthana Airbase, Iraq and Wichita, Kan., and is expected to be completed by Dec. 31, 2015. This award is the result of a sole-source acquisition. This is 100 percent foreign military sales for Iraq. 338 Specialized Contracting Squadron, Joint Base San Antonio, Randolph Air Force Base, Texas, is the contracting activity (FA3002-14-D-0003).

Oasis Systems LLC, Lexington, Mass., has been awarded an $8,983,870.00 modification (P00050) on cost-plus-fixed-fee, cost reimbursable contract (FA8721-13-C-0026) for professional acquisition support services. This contract modification provides an extension for an additional nine months of professional acquisition support services under the basic contract in support of Air Force Life Cycle Management Center HB and HBAJ divisions including foreign military sales (FMS). Work will be performed at Hanscom Air Force Base, Mass., Langley AFB, Va., and Topeka, Kan., and is expected to be completed by Jan. 17, 2015. Fiscal 2013 procurement and fiscal 2014 research and development and procurement funds and FMS funds in the amount of $5,331,180 were obligated at time of award. FMS (84 percent of the contract) countries include Iraq, Saudi Arabia, Jordan, Qatar, Egypt, Belgium, Romania, Poland, and Columbia. Lockheed Martin Integrated Systems, Warner Robins, Georgia, has been awarded an additional $18,834,540 modification (04) to definitize previously awarded contract order FA8530-08-D-0008-0033 for sustainment for the Iraq C-130E/J aircraft. Work will be performed at Baghdad, Iraq, and is expected to be complete by Dec. 31, 2016. This contract is 100 percent foreign military sales to Iraq. Air Force Life Cycle Management Center, Robins Air Force Base, Georgia, is the contracting activity.

this is a DSCA proposal for a 5 year sustainment only contract for the 6x king airs in iraqi service.

total cost over 5 years.... $350M "estimate"... we can see from previous FMS contracts that the number is not far off reality.

Since you can BUY a new KingAir 350ER plane for $7.5M ... and the additional avionics and systems cost maybe $5M per aircraft. Iraqis are paying the price of 6x NEW fully equipped king airs every year... just for maintenance and support!

The Government of Iraq-AC-208 Sustainment, Logistics, and Spares Support

WASHINGTON --- The State Department has made a determination approving a possible Foreign Military Sale to the Government of Iraq for AC-208 sustainment, logistics, and spares support. The estimated cost is $181 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today.

The Government of Iraq has requested a possible sale of a five-year sustainment package for its AC/RC-208 fleet that includes: operational, intermediate, and depot-level maintenance; spare parts; component repair; publication updates; maintenance training; and logistics. Also included in this sale are Contract Logistics Services (CLS), training services, and Contract Engineering Services. There is no MDE associated with this possible sale. The total overall estimated value is $181 million.

The purchase of this sustainment package will allow the Iraqi Air Force (IqAF) to continue to operate its fleet of eight C-208 light attack and Intelligence, Surveillance, and Reconnaissance (ISR) aircraft beyond the June 2016 end of its existing CLS contract. Limited IqAF maintenance capability necessitates continued CLS. Ultimately, the goal is for the IqAF to become self-sufficient in the areas of aircraft maintenance and logistics training. Iraq will have no difficulty absorbing this support.

The proposed sale will contribute to the foreign policy and national security goals of the United States by helping to improve a critical capability of the Iraq Security Forces in defeating the Islamic State of Iraq and the Levant.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The principal contractors will be Orbital ATK in Falls Church, Virginia, and Flight Safety International in Flushing, New York. There are no known offset agreements proposed in connection with this potential sale.

Implementation of this proposed sale will not require the assignment of any additional U.S. Government or contractor representatives to Iraq.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

All defense articles and services listed in this transmittal have been authorized for release and export to the Government of Iraq.

This notice of a potential sale is required by law and does not mean the sale has been concluded.

بعض الدول تستطيع بناء قوة جوية ضاربة ب 181 مليون دولار.. من يضع هذه الارقام؟؟؟ كيف تتم الموافقة عليها؟؟

I thought this would be an important piece of news.

The first comprehensive large aircraft maintenance facility has been opened in Iraq. It will allow both civilian jets as well as the air force's transport planes to be maintained and overhauled without leaving the country.

Lockheed Martin Wins $87M Deal to Support Iraq's C-130J Jets

Lockheed Martin Corp.’s (LMT - Free Report) Aeronautics business unit recently won an $86.8 million five-year contact to support the Iraqi Air Force’s fleet of C-130J aircraft. The contract was awarded by the Air Force Life Cycle Management, Robins Air Force Base, GA.

Details of the Deal

Per the terms of the deal, Lockheed Martin will provide support services to the Iraqi Air Force that includes contractor logistics support, technical assistance, aircraft and aerospace ground equipment, spares, repairs, and familiarization training on their existing six C-130J aircraft.

Work related to the deal will be performed at Martyr Mohammed Ala Air Base, Iraq and is expected to get completed by Jun 30, 2022. Lockheed Martin will utilize foreign military sales funds for completing the tasks. The deal comes with a ceiling value of $100 million.
