Iraq – Follow-On Support and Maintenance of Multiple Aircraft Systems

The Defense Security Cooperation Agency notified Congress today of a possible Foreign Military Sale to the Government of Iraq for follow-on support and maintenance of multiple aircraft systems and associated equipment, parts, training and logistical support for an estimated cost of $675 million.

The Government of Iraq has requested a possible sale of follow-on support and maintenance of multiple aircraft systems that include TC-208s, Cessna 172s, AC-208s, T-6As, and King Air 350s. Included are ground stations, repair and return, spare and repair parts, support equipment, publications and technical data, personnel training and training equipment, U.S. Government and contractor engineering, logistics, and technical support services, and other related elements of logistics support.

The estimated cost is $675 million.

This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country. This proposed sale directly supports the Iraq government and serves the interests of the Iraqi people and the U.S.

The proposed sale will help the Iraqi government to maintain indigenous Intelligence Surveillance and Reconnaissance, training, and counter insurgency/counter-terrorism capabilities. As the drawdown of coalition forces continues, the Iraqi Air Force continues to develop a force capable of assuming the lead in providing for the security of the Iraqi people. The follow-on support will ensure the operational capability of the Iraqi Air Force and will allow it to sustain itself in its efforts to establish stability in Iraq.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The prime contractors will be Hawker Beechcraft Corporation in Wichita, Kansas; Flight Safety International in Flushing, New York; Alliant Techsystems in Magna, Utah; L-3 Communications in New York, New York; and Integration Innovation, Inc. in Huntsville, Alabama. There are no known offset agreements proposed in connection with this potential sale.

Implementation of this proposed sale will not require the assignment of any additional U.S. Government or contractor representatives to Australia.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

This notice of a potential sale is required by law and does not mean the sale has been concluded.

this is why I am against buying american weapons unless there's no good alternative from another country!

Like Iran during the time of the Shah and the arab states today, the US will 100% tie you into their service and supply system that has the effect of:
1- limiting your technical development
2- costing you 3-4x more money to operate the weapons
3- effectively destroying your military if you ever step out of line of their policy!

There's little the iraqi leadership can do (even if they want to buy from somewhere else) isn't it ? Remember how they got in charge.

last year 2013 Beechcraft Defense Co was awarded a $28,644,355 firm-fixed-price modification contract for Iraq T-6 sustainment (base, life support and security). It's seems some contract was get now?

they are annual contracts... but the prices are horrendous!! Iraqis really do need to build up the capability to support their own equipment.

Sadly DSCA announcements for maintenance deals tend to be rather accurate!

So $800M for maintenance and sustainment for the 9 C130 aircraft for 5 years...

That is $200M per year or over $22M per aircraft per year in sustainment support!!!!

مع كل عقد صيانة أمريكي يوقف شعر رأسي
يعني طائرة نقل صيانتها السنوية 20 مليون دولار !!
وقبل كم يوم صيانة لمروحيات البيل 500 مليون دولار !!

لو اشترينا المزيد من المعدات الأمريكية ربما سنوقف كل ميزانية الوزارة لصيانة هذه المعدات
وربما نضطر أن نقتطع من رواتب الجنود لعمل صيانة لسلاحهم .. !!

Hawker Beechcraft Corp., Wichita, Kansas, has been awarded a $16,625,317 modification (P00034) to previously awarded contract FA8620-11-C-3000 for contractor logistics support for the Iraq Peace Dragon King Air 350 Program. This modification exercises the second option year. Work will be performed in Iraq and is expected to be completed by Sept. 30, 2015. This contract involves foreign military sales. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

ATAP Inc.,* Eastaboga, Alabama (FA8517-14-D-0009); Advanced Technology Systems Company,* McLean, Virginia (FA8517-14-D-0010); Boneal Inc.,* Means, Kentucky (FA8517-14-D-0011); Charleston Logistics LLC.,* Charleston, South Carolina (FA8517-14-D-0012); and Tec-Masters Inc.,* Huntsville, Alabama (FA8517-14-D-0013), are being awarded $231,000,000 maximum firm-fixed-price, indefinite-delivery/indefinite-quantity (IDIQ) contract under the Third Party Logistics (3PL) Follow-on Service Acquisition. The purpose of the multiple awarded 3PL IDIQ contract is to provide services necessary to source, acquire and ensure delivery of a broad range of support equipment items, on demand, to the warfighter. The preponderance of the work is services necessary to manage and leverage the supply chain for the scope of this contract which encompasses approximately 3,000 national stock numbers. This award is the result of a 100 percent small business set-aside acquisition. A total of five offers were received. The contract has a basic ordering period of three years from date of award with two, two-year performance incentive options for a total period of performance of seven years. Work will be performed predominantly at the contractors' locations mentioned above and is expected to be completed by Aug. 15, 2021.
