Iraq likely to order another 18 F-16s

BAGHDAD, Oct. 3 (UPI) -- Iraq is likely to order a second batch of Lockheed Martin F-16 combat jets following last month's contract to buy 18 of the aircraft, Iraqi officials say.

This appears to be a concerted, but belated, drive by the government of Prime Minister Nouri al-Maliki to give the country's emerging postwar air force a credible defensive punch funded by windfall oil revenues and to shore up an important gap in Iraqi defenses as U.S. forces withdraw.

Mudher Khidr Nasir, a member of the Iraqi Parliament's Security and Defense Committee, has told the Iraq Daily Times the 18 F-16 Block 52 aircraft order -- enough for one squadron -- was so small as to be "ridiculous."

Ali Musawi, a close Maliki aide, said the 18 jets were "a first installment and hopefully there will be another 18 to make a total of 36."

He said the first batch of F-16s with "enhance" Iraqi capabilities to protect its airspace, but 18 aircraft will be far too few to effectively cover an area of 169,234 square miles.

Iraq, which has been fought over for millennia, is bordered by Jordan in the west, Syria in the northwest, Turkey in the north, Iran in the east and Kuwait and Saudi Arabia in the south.

"So looking at Iraq's position in the region, having those planes is not much," Musawi observed, "but it is a beginning."

The Block 52s are built at Lockheed Martin's Fort Worth, Texas, assembly plant.

The contract is worth at least $3 billion but will probably swell to $4.2 billion once training programs, spare parts, maintenance and weapons systems are included.

The first of the aircraft Baghdad has ordered aren't expected to be delivered until the fall of 2012 and most likely not until 2013.

Ultimately, Iraqi commanders have said they want 96 F-16s, enough for five squadrons deployed around the country at air bases built by the Americans following the 2003 invasion.

But that's as much as a decade away from fruition as it takes years to build up a fully operational air force, train air and ground crews and install a nationwide radar and air-defense network with guns and missiles.

The development of that system is being discussed between Iraqi and U.S. military officials, says U.S. Army Maj. Gen. Jeffrey Buchanan, the chief spokesman for the U.S. military in Iraq.

It's this lack of Iraqi air-defense infrastructure that was partly behind the current effort to find ways to maintain a sizeable number of U.S. troops in Iraq after the Dec. 31 deadline for completing the U.S. military withdrawal, U.S. officials said.

Buchanan said that amid the U.S. pullout under a December 2008 security agreement between Washington and Baghdad, the acquisition of F-16s was a major step forward for Iraq's military forces.

"The F-16's a good example of them taking a step to reinforce their sovereignty, increase their self-reliance and deal with one of those security gaps that they still have," he said.

Meantime, U.S, forces are handing over a considerable amount of equipment to the Iraqi forces as the withdrawal counts down to the deadline. However, it's not clear whether that includes air-defense systems.

Still, the Iraq Daily Times reported that Iraqi air traffic controllers will take over responsibility for flights below 15,000 feet in the central part of the country, the last part of Iraqi air space still controlled by the Americans.

"Iraq's air-defense radar and long-range radar systems will be fully functional by the middle of next year," the newspaper said, without elaboration.

The Iraqi military, it added, also "now has a modern air-operations center that controls military aircraft throughout the country and is able to sound a warning if the borders are breached."

The F-16s now on order will be the first combat aircraft for the Iraqi air force. The first batch of 10 pilots is already undergoing supersonic training with the U.S. Air Force.

Buchanan insisted the first delivery of F-16s will give the Iraqis "a robust capability … where they currently have none."

so everyone is talking about $3Bn for 18 planes ($166M per airframe). That sounds ridiculous, as all the latest FMS orders show the block 52s to cost around $45-$50M each (including some armaments, ECM pods, recon pods, training and support!). That would place Iraq's order value in the $900M-$1Bn mark. So what on earth is $3Bn? It can't be overcharging by the americans (in theory) as Iraq is buying the aircraft through the streamlined FMS process.

I'd take anything from UPI with a grain of salt, particularly when they are supposedly bringing new information. I monitor news as part of my job, and my experience with UPI has been that they simply recycle and compile older news posts. The post in question reads like a rewritten version of the original news of the deal.

USAF general: Iraqi air defenses to have two-year ‘gap’

NAPLES, Italy — The U.S. general in charge of training Iraq’s fledgling air force said Monday that there are no plans to have American aircraft protect the country’s airspace when U.S. forces depart next month.

The Iraqi air force is in the process of acquiring 18 F-16 fighter jets from the U.S., but the jets and pilots won’t be ready for at least two years, according to Maj. Gen. Russell J. Handy, commander of the 9th Air and Space Expeditionary Task Force-Iraq, and director of the Air Component Coordination Element-Iraq.

That means Iraq’s 5,000 airmen, its collection of Cessna 208B airplanes — the same ones used by FedEx — a handful of cargo planes and its largely unarmed helicopter fleet will be on their own in a rough neighborhood.

“The short answer is there will be a gap, and it will be up to the Iraqis on how they deal with that gap,” Handy said.

Ten Iraqi pilots are currently in the States being trained on the F-16, he said.

Handy downplayed the lack of Iraqi jets to keep borders secure, insisting that there are other ways Iraq can protect its sovereignty through diplomatic or economic means.

At this point, the U.S. won’t be lending a hand should things get bad, he said.

“I know of no discussions or arrangements about U.S. help,” Handy said. “We have no authorities or arrangements to defend the (Iraqi) skies.”


The country’s civilian aviation authority has control over 100 percent of Iraqi airspace and is monitoring aircraft, Handy said.

Baghdad has also purchased two long-range radar systems that it’s learning how to use, he said.

“Sovereignty is not just fighter aircraft intercepting interlopers,” Handy said.

The Iraqi air force was decimated over the past 20 years, so the force is largely being built from the ground up, he said.

One hundred to 200 U.S. troops will likely remain in Iraq, working with the State Department’s Office of Security Cooperation and overseeing things like military sales.

But the actual training as it now occurs won’t be done by U.S. military, he said, and would be the task of contractors should the Iraqi government choose that route.

Handy also noted that the U.S. Air Force will be providing airborne security until the last U.S. military personnel roll out of Iraq next month.

Asked when he thought the Iraqi air force would be able to protect its airspace, Handy said it was “fraught with peril” to speculate on such things.

“So I’ll pass,” he said.

مشكور اخ تانغو على الخبر وهو فعلا تصريح واقعي جدا ولكن الغير واقعي هو تعامل الحكومة العراقية معه .. نامل خيرا انشا الله .. نخاف فقط من تطلب الحكومة تدخل ايران لحماية الاجواء العراقية ... ؟؟!!

haha! I think Iran will soon have to worry about protecting its own airspace when their nuclear sites come under attack :)

أعتقد ان الحديث عن عدم وجود غطاء جوي للعراق موضوع صحافي مبالغ فيه كثيرا" لان العراق بعد الاحتلال الامريكي في عام 2003 ليس
(عراق صدام)
قبله الذي كانت له عداوات مع بعض دول الجوار ان مشكلة العراق حاليا" وهي المشكلة الامنية او الارهاب لا تتطلب وجود غطاء جوي للقضاء على خطرها والدعم الجوي المطلوب هو في الاستطلاع والتجسس والمراقبة الجوية بالاضافة الى نقل الوحدات الخاصة والابرار الجوي اكثر من اي عمليات لطائرات مقاتلة او معترضة وهذا لحد ما متوفر بطائرات القوة الجوية وطيران الجيش الحاليين وأذا ما أفترضنا وجود خطر محتمل فمن أين سيكون هل الخطر المحتمل آيراني او كويتي او تركي الى آخر الحسبة أم هو أسرائيلي ؟؟؟؟!!!!
الواقع ان كل هذه الاخطار او أحدها لا يستطيع أستخدام تفوقه الجوي على العراق لغزو العراق ويفضل التدخل بشؤون البلد الذي لا يتم باختراق المجال الجوي بل هناك وسائل وطرق آخرى
هي معروفة للتدخل في شؤون العراق للقاصي والداني والقوة الجوية لا تستطيع ان تقف بوجه مثل هذا التدخل حتى لو كانت تملك اكبر قوة جوية في العالم لان هناك ظروف داخلية توفر الغطاء لهذا التدخل في الشؤون العراقية وعليه فأن خراعة عدم وجود غطاء جوي ليس لها اي حقيقة واقعية و تظل حتما مجرد نظرية فمن يتجرأ من هؤلاء الاعداء المحتملين على أختراق المجال الجوي بشكل كامل او حتى غزو العراق في ظل الظروف الدولية المتغيرة حاليا

ساحة للهجوم والهجوم المضاد لكن هذه قصة آخرى لا يستحسن التقوقف عندها كثيرا

صحيح اخ تانكو الجيش العراقي تطور بعد العام 2003 لمواجهة الارهاب فلذلك يملك اسلحة متطورة في هذا المجال مقارنة بدول اخرى .. اضافة الى ذلك الاتفاقية الاخرى التؤام وهي الاطار الستراتيجي تنص على تدخل الولايات المتحدة لحماية العراق .. اشبه مايكون بدول الخليج ..

Very true. Agree with both of you, gentlemen. In hind sight, I'm kind of glad that Iraq didn't buy a squadron or two of fighter jets in the past few years. Imagine if Israel was to attack Iran using our airspace...we would have risked losing precious aircraft, and above all precious brave pilots, in a war that we have nothing to do with.

Yes You Mean If you don't have a weapon is best - in some time - for example if you don't have a gun in your house you can not avoid the robbery but if you have it may be you will lost your life because the thief will use his gun ... right

التحركات ، التي قام بها الفريق أنور حمه أمين في المؤتمر على هامش معرض دبي للطيران الذي يفتتح يوم الأحد ، هي جزء من جهود العراق الرامية إلى الابتعاد تدريجيا عن الاعتماد على الدعم الجوي الأمريكي.

وقال أمين للصحفيين على هامش المؤتمر "لدينا مشاريع لشراء طائرات بدون طيار

وقال إن القوة الجوية العراقية كانت تبحث في عدة خيارات.

و قال "واحدة من الدول الرائدة في المنطقة هي دولة الإمارات العربية المتحدة ، وهناك أيضا الولايات المتحدة ،".

ستقوم الولايات المتحدة بسحب قواتها المتبقية 40000 جندي في العراق بحلول نهاية هذا العام ، لكن المسئولون العراقيين يقولون إن الأمر سيستغرق سنوات قبل أن تكون البلاد قادرة على الدفاع عن مجالها الجوي.

وقال أمين "بناء قوة جوية هي عملية معقدة جدا و تعتمد على عدة عوامل ، بما في ذلك تأمين التغطية المالية والقدرات البشرية ، فضلا عن الوقت"
يقول خبراء عسكريون إن افتقار العراق لأسطول قوي من الطائرات المقاتلة يعني أنه سيتم الاعتماد على القوة الجوية الأمريكية على تحمل هذه المسؤولية لبعض السنوات.

وكان الجنرال نورتون شوارتز ، قائد القوات الجوية الأمريكية قد قال يوم السبت

من المؤكد أن القوة الجوية الأمريكية ستكون هناك لصالح سلاح الجو العراقي إذا ما كانت الحكومتين قد اتفقتا على ذلك".

وقال أمين انه يأمل إن يتم توقيع اتفاق في العام القادم على الدفعة الثانية من طائرات

"لقد تم شراء ثمانية عشر طائرة ، تم التوقيع على العقد ، والآخر 18 طائرة نأمل التوقيع عليه السنة القادمة" ،

و كان العراق قد وقع على الدفعة الأولى في صفقة لشراء المجموعة الأولى من طائرات بقيمة إجمالية تبلغ حوالي 3 مليار دولار في سبتمبر.

وقال امين إن القوة الجوية العراقية تدير بالفعل أسطولا متطورا من الطائرات الاستطلاعية وهو من البلدان القليلة جدا في المنطقة التي تمتلك مثلها.

و قال "هذه هي الطائرات التي كنا نفخر بها على مدى السنوات القليلة الماضية لكشف الأنشطة الإرهابية".


Iraq eyes buys on road to new air force


Iraq is planning to expand its fleet of aerial reconnaissance planes "in the near future" and is hoping to sign a deal for a second batch of F-16 warplanes by next year, the country's air force chief said on Saturday.

The moves, laid out by Lt. General Anwer Amin on the sidelines of a conference ahead of Sunday's Dubai Airshow, are part of Iraq's efforts to move gradually away from dependence on U.S. air support.

"We have projects to buy UAVs (unmanned aerial vehicles) in the near future," Amin told reporters on the sidelines of the air marshals conference.

He said the Iraqi air force was looking into several options.

"One of the leading countries in the region is the United Arab Emirates, there is also the United States," he said.

The United States will withdraw its remaining 40,000 troops in Iraq by the end of this year, but Iraqi officials say it will take years before they are able to defend their airspace.

"Building an air force is a very complicated process that depends on several factors, including securing financial cover and human capabilities as well as time," Amin said.

Military experts say that Iraq's lack of a strong fleet of combat planes means that it will rely on the U.S. air force to shoulder this responsibility for some years.

"Certainly the United States air force will be there for the Iraqi air force if that that's what the two governments agree to," Gen. Norton Schwartz, commander of the U.S. air force, said on Saturday.

Amir said he hoped a deal would be signed next year on the second batch of 36 F-16 warplanes Iraq plans to acquire.

"Eighteen planes have been bought, the contract has been signed, and the other 18 planes hopefully next year," he said.

Iraq made the first payment in the deal to buy the first set of warplanes worth a total of about $3 billion in September.

Amin said the Iraqi air force already runs an advanced fleet of reconnaissance planes that very few countries in the region have.

"These are planes that we are proud of using over the past few years to detect terrorist activities," he said

الخبر المرفق يشير الى أن الطيارين العراقيون العشرة الذي أوفدو الى الولايات المتحدة الامريكية لتدريبهم على قيادة طائرات

أصبحوا 6 بدلا من عشرة فيما يبدو الى أن اربعة منهم قد فشلوا في أجتياز المرحلة الابتدائية من التدريب وبالاضافة الى التأخر الكبير في أنجاز هذه الدورة الاساسية. فقط متدرب واحد أنجز التدريب وهو يستعد في بداية العام القادم لدخول دورة القتال الاساسية للتدريب على طائرات المقاتلة اف-16 فيما أنهى المتبقين -الخمسة - دورة اللغة الانكليزية الاساسية للطيارين ويتعين عليهم البدء بالتدريب الاساسي على طائرات التدريب تي-6

There are currently six Iraqi F-16 candidates in the U.S. for different phases of pilot training. These students will form the core of Iraq's future F-16 force.

The training is all inclusive and typically starts with English language training, which is the international language of aviation. At present, some are finishing an English language course while others are finishing their initial training in the T-6, a trainer aircraft. One of the pilots is scheduled to begin Introduction to Fighter Fundamentals, a preliminary course to the actual F-16 training program, as early as January.

and this is the reason why they should have sent at least 60-80 pilots to the US! incompetence on a grand scale once again.
