Iraq bought the aircraft from aero vodochody not from a us company.
The Czech air force sold the planes to aero and aero refurbished and resold them to Iraq.

Draken International

Czech foreign minister and deputy defense minister heading to Iraq
Prague, Nov 25 (ČTK) — Czech Foreign Minister Lubomír Zaorálek with a delegation including businesspeople and Deputy Defense Minister Tomáš Kuchta will visit Iraq this week to boost business deals, mainly in the defense sector, Lidové noviny (LN) writes today, referring to reliable sources.
“I can confirm the trip. The minister [Zaorálek] will meet both Iraqi and Kurdish representatives,” Michaela Langronová, from the Foreign Ministry's press section, told LN without elaborating for security reasons.
Zaorálek (Social Democrats, ČSSD) and the Czech delegation should debate arms deals on several levels in Iraq, LN writes.
“Negotiations about the supplies of aviation technology, the pilots' training and the armoring of helicopters are underway there,” Kuchta told LN.
LN writes that the Czech Republic has long been trying to sell its redundant L-159 fighter planes to Iraq. Information emerged in August saying the contract might be signed eventually.
The Defense Ministry agreed with aircraft maker Aero Vodochody on a supply of 15 L-159s for 750 million Kč.
The problem is that a new Iraqi government assumed office of late and the contract's conditions will be renegotiated, according to LN information.
Kuchta also said the state firm Czech LOM secures the training of over 30 Iraqi pilots at the airport in Pardubice, east Bohemia.
“We are seeking other opportunities to help the Iraqi armed forces improve their skills and support the democratic process,” Zaorálek said in September.
The Czech Republic is also interested in the sale and repairs of aviation technology, mainly former Soviet-made planes that are still used in Iraq quite a lot.
LOM commercial director Pavel Beran told LN that the company would be able to provide any aviation upgrading, including armoring and arms systems installation, but he refused to comment on any particular issues concerning Iraq.

Sale of L-159 to Iraq Stuck
Sell unneeded military L-159 aircraft to Iraq, who defends Islamist terrorists, it means fending great patience. How to convince negotiators from Aero Vodochody, complications along the way is an incredible amount.
Just found out that the biggest brake billion dollar trade are required export licenses from Britain and the USA, because the airplane is largely made of parts from these countries. At the same time US franchise is still missing. "Allowing the US still do not have, because we are waiting for approval on the Iraqi side," Pravo CEO of Aero Ladislav Simek.
To obtain a license because the US arsenal Czech Iraq still needs a signature. According Šimka contract after a year of negotiations coming to an end. According to him, the Iraqis also already working on opening called. Letter of credit, bank guarantees, therefore, that pays for airplanes. "Approval of a letter of credit is a lengthy process, but we have signals from Iraq that everything is in motion, and I believe that by the end of the year could be opened, then we'll just wait for permission from the US," said chief Aera.
Fear of radicals
Hot Moments in Aero also experienced in negotiating the British license. According to information rights of British refused to grant permission to export radar RWR, which is a warning receiver that can detect enemy radar. "There's concern that this device did not get into the hands of radical Islamic state," Pravo well-informed source. According to him, but the Iraqis finally agreed to dispense without the radar.
Simek this complication would not comment. "The license from the UK we have, but there are some technical details that need to be addressed, but I do not want to comment," Pravo Simek. The contract terms of 15 aircraft, of which 11 are mothballed. The remaining four machines used by Czech army.
Defense sells for 750 million
The Ministry of Defence, these machines Aero sells for 750 million crowns. The sale must be approved by the Czech government, but it is expected that ministers will not oppose the sale. How many airplanes sold Aero Iraqi government, not exactly known. Representatives Aera only recently said that it will be a billion, but it certainly will not be four billion of which was speculated in the media.
The Iraqi air force would be under contract to take over the single-ten, two-digit and three will be dismantled for spares. Additionally, Aero provides for the training of Iraqi pilots and technicians and service. Commissioning of machines i mentioned training a total of hundreds of millions will pay the Aero.
Iraqis Czech aircraft expressed interest three years ago, but ended up shop under the table, although the contract was already signed. But this time it looks more promising. This was confirmed by Foreign Minister Lubomir Zaoralek (CSSD), who last week was acting in Baghdad.
"At a meeting with the Prime Minister confirmed that the Iraqi government places great emphasis on the fact that it can have its own air force. It is for them also psychological symbolically important thing in terms of supporting ground troops. Twice I've got a specific question, how quickly we are able to deliver those resources, "said when meeting in Baghdad Zaorálek.
"After negotiations, therefore I feel great interest to complete the contract and agreement around the L-159 aircraft," said Foreign Minister.
