قائد القوة الجوية يستقبل الملحق العسكري الروماني


استقبل قائد القوة الجوية العراقية الفريق الركن أنور حمد أمين في مكتبه الملحق العسكري الروماني وجرى بحث التعاون المشترك في مجال القوة الجوية بين البلدين الصديقين. وقدم الملحق العسكري الروماني عرضاً يتضمن تدريب كوادر عراقية (طيارين ومسيطرين جويين) في رومانيا أضافة الى
تبادل الخبرات في هذا المجال مما يعزز قدرات وإمكانيات الطيارين العراقيين .من جانبه رحب قائد القوة الجوية بهذه المبادرة قائلاً نقدم شكرنا وتقديرنا على الدعم الكبير من قبل دولة رومانيا الصديقة وسوف نقوم بتقديم هذا العرض الى المسؤولين حيث تتم مناقشته ودراسته دراسة مستفيضة .

استقبل رئيس اركان قيادة القوة الجوية اللواء الركن الطيار فاضل فاخر الفريق سايمن مل كبير مستشاري منطقة الشرق الاوسط في وزارة الدفاع البريطانية والملحق العسكري البريطاني
بول بيكر في العراق. حيث رحب نائب قائد القوة الجوية بالضيوف مؤكدا ضرورة الاستفادة من الخبرات البريطانية من اجل تطوير صنف القوة الجوية. وجرى خلال أللقاء بحث سبل
تعزيز العلاقات بين الجانبين وخاصة في مجال القوة الجوية، كما جرى مناقشة الأوضاع الحالية قي ملاحقة الارهاب وموقف بريطانيا الداعم للعراق في كل مجالات القوة الجوية
كتدريب وتطوير القدرات.

من جانبه تحدث الملحق البريطاني قائلاً:- ان بريطانيا مستعدة لتقديم كل أنواع الدعم والإسناد للجيش العراقي في حربه ضد الارهاب حيث يقاتل بالنيابة عن العالم هذه المجاميع الإجرامية
ونحن واثقون بقدرات القوات المسلحة العراقية في تحقيق النصر. وفي ختام اللقاء ودع الضيوف بمثل ما استقبلوا من حفاوة وتكريم.

under what circumstances would we need to carry an ABRAMS by air... somewhere where its safe for the C17 to actually land!

For the price difference between them, we can buy a whole load of new BMDs for the "airborne" brigade of the army... if the AN70 ever materialises, it would be a nice alternative too.

الان قد لانحتاج ..لكن بناء الجيش يكون وفق خطط استراتيجية بعيدة المدى ..؟

let me put it another way.

we need 6x "heavy cargo aircraft" with rough field capability.

We can spend $400M on the Il476 or $1.5Bn on C17s.

The $1.1Bn difference can be used to buy a lot of other important things for the military... like 9x SU35s ? or maybe 8 SU32FN for maritime patrol and attack? or a few hundred tanks?

Way Iraq need to buy more transport aircrafts? Iraq currently has a total of 15 different transport planes (3 C-130E + 6 C-130J-30 + 6 AN-32) ? Best for Iraq to get a another type or more of combat aircraft instead of any additional transport aircraft, at least during the coming period!

Assessing the Iraqi Air Force

A fresh outbreak of violence in Iraq’s western Anbar province has prompted a reassessment of the current capabilities of the country’s armed and security forces. Catalysed in part by the Syrian civil war across Iraq’s western border, and the dispersal of year-old anti-government protests in Ramadi city in Sunni-majority Anbar by security forces, the violence in Anbar is understood to involve Iraqi security forces, armed members of local tribal councils, and militants linked or belonging to the al-Qaeda affiliated Islamic State in Iraq and the Levant (ISIL). The Iraqi military was deployed to the province in the first week of January 2014 to attempt to retake control of Ramadi.

Military operations there have highlighted the role of the Iraqi Air Force (IqAF), which is clearly gearing up to defend the country against external threats at the expense of counter-insurgency (COIN) roles. In fact, the army appears to be taking the lead in the provision of close air support (CAS) and tactical airlift.

Current Capabilities

The mandate of the IqAF has evolved from supporting domestic COIN operations with low-tech

aircraft towards the establishment of a force that can provide a credible defence of Iraq’s airspace.

Theoretically, the assigned missions of the air force are primarily to support operations by ground forces, with additional scope for infrastructure surveillance, border security, and air transport. On the last point, notable progress was achieved in the development of a transport squadron, which began fully independent operations in October 2009. However, in practice, the force has no lethal capability apart from the three AC-208B Combat Caravan light attack aircraft that were used to carry out high-altitude precision strikes against militant targets in the military’s most recent operations in Anbar province. The AC-208B, a COIN version of the civilian Cessna Grand Caravan aircraft, was first acquired by the IqAF in December 2008 and is capable of firing AGM-114 Hellfire laser-guided air-to-surface missiles (ASM).

Bridging Capability Gaps

In fact, the IqAF remains an underdeveloped force in the conventional sense, and appears to be putting its primary focus on building this capability.

At present, Iraq’s air defence system is understood to involve only two airspace surveillance radars, three air-traffic-control radars, and ageing anti-aircraft guns. Although the Iraqi government has pursued a balanced procurement plan since the withdrawal of coalition forces, deliveries have been delayed owing to domestic political challenges, corruption allegations with suppliers, and international concerns about the potential end-use of lethal air assets.

Despite these challenges, in 2011 and 2012, Iraq concluded agreements with the US for the purchase of at least 36 F-16 Block 52 Fighting Falcon multirole aircraft. An initial agreement with the US also included Raytheon AIM-9 Sidewinder air-to-air missiles to arm the F-16s. The F-16s, however, are not set to enter service until 2014-15 and unlikely to achieve full operational status for some time afterwards.

Conclusions

Boosting Iraqi close air support capabilities in the short term acquires urgency given forecasts of insurgent threats in Iraq. Without additional capability, IHS Jane’s assesses that security operations in Anbar province are unlikely to succeed in limiting the capabilities of the main insurgent group active today, the Islamic State of Iraq and the Levant (ISIL). Of particular concern is preventing the group from establishing base camps for recruitment, training, and staging attacks in the province, and supplying insurgents in Baghdad over the coming year.

However, it appears expected to continue developing its conventional force capabilities through 2014, with the eventual goal of fully defending its airspace.

WASHINGTON, Feb 4, 2014 – The Defense Security Cooperation Agency notified Congress today of a possible Foreign Military Sale to Iraq for Air Traffic Control and Landing Systems and associated equipment, parts, training and logistical support for an estimated cost of $700 million.

The Government of Iraq has requested a proposed sale of commercially available FAA Air Traffic Control (ATC) Equipment Suite and Airfield Navigational Aids Suites to be installed at four bases (Tikrit, Al Basra, Al Kut, and Taji). The ATC Equipment Suite includes 4 ASR-11 Airport Surveillance Radars, 10 ATC Automation system with 10 controller consoles, 4 AutoTrac II Airfield Support and Navigation Suites, 2 Primary Search Radars and 2 Mono-pulse secondary surveillance radars. The Airfield Navigation Aids Suite includes 2 Very High Frequency Omni-directional Range (VORTAC) and 3 Instrument Landing Systems with Distance Measuring Equipment, 2 Airfield Lighting Systems with Flush Mounted Lights for the runway and taxiways, Air Traffic Control Tower Equipment Suite. Also provided are site surveys, system integration, installation, testing, repair and return, facilities, warranties, spare and repair parts, support equipment, personnel training and training equipment, publications and technical documentation, U.S. Government and contractor engineering and logistics support services, and other related elements of logistics and program support. The estimated cost is $700 million.

This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a strategic partner. This proposed sale directly supports the Iraq government and serves the interests of the Iraqi people and the United States.

The proposed sale will contribute to Iraq’s continued efforts toward rebuilding its airfield systems at Tikrit, Al Basra, Al Kut, and Taji Air Bases for near-term basing of multiple aircraft. The renovations and upgrades to the airfields and systems will allow for greater ease in launch and recovery of aircraft and will enhance the overall sustainment to aircraft and affiliated systems. This equipment aids Iraq’s continuing reconstruction effort and directly improves Iraq’s ability to control its own airspace.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The principal contractor is unknown and will be determined through a competitive process. There are no known offset agreements proposed in connection with this potential sale.
Implementation of this proposed sale will not require the assignment of any additional U.S. Government or contractor representatives to Iraq.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

This notice of a potential sale is required by law and does not mean the sale has been concluded.

أعلنت وزارة الدفاع الأميركية (البنتاغون)، اليوم الأربعاء، عن مفاتحتها الكونغرس للنظر بإمكانية تجهيز العراق بمنظومات سيطرة للقواعد الجوية مع قطع الغيار والمعدات المرافقة لها، والإسناد اللوجستي والتدريب، وفي حين بينت أن كلفة الصفقة تربو على 700 مليون دولار، عدت أنها ستسهم في "تحسين الوضع الأمني لحليف استراتيجي" وتشكل "إسناداً مباشراً" للحكومة العراقية، وجهودها لإعادة بناء وتطوير منظومات الملاحة في القواعد الجوية.

وقالت وكالة التعاون الدفاعي الأميركية Defense Security Cooperation Agency، في بيان أصدرته، واطلعت عليه (المدى برس)، إنها "اخطرت الكونغرس، أمس الثلاثاء،(الرابع من شباط 2014 الحالي)، بشأن إمكانية تجهيز العراق، من خلال صفقة بيع خارجية، بمنظومات سيطرة على مسار الطائرات وهبوطها، خاصة بالقواعد الجوية، مع قطع الغيار والمعدات المرافقة لها فضلا عن الإسناد اللوجستي والتدريب بكلفة تقدر بحوالي 700 مليون دولار".

وأضافت الوكالة، أن "الحكومة العراقية قدمت عرضاً لشراء منظومات سيطرة على حركة الطائرات ATC مع المعدات المرافقة الخاصة بالملاحة الجوية وهبوط الطائرات، على أن تنصب في أربع قواعد جوية، هي تكريت والبصرة والكوت والتاجي"، مبينة أن "الصفقة تشتمل على منظومة السيطرة على الملاحة الجوية على أربعة رادارات للمسح الجوي، مثبتة في القاعدة، من طراز ASR-11، مع عشر منظومات سيطرة على حركة الطائرات ATC، وعشر لوحات سيطرة، وأربع منظومات إسناد لتعقب الحركة الجوية للطائرات، فضلاً عن راداري بحث رئيس، وراداري مسح ثانوي".

وأوضحت وكالة التعاون الدفاعي الأميركية، أن "المعدات الساندة الأخرى لمنظومة السيطرة الرئيسة، تشتمل على منظومة مسح عالية التردد متعددة الاتجاهات VORTAC، عدد منظومتي سيطرة على الهبوط، مجهزة بثلاثة بمعدات قياس المسافة، مع منظومتي إضاءة جوية، ومعدات إضاءة مدرج، وأخرى للسيطرة الجوية مثبتة في برج المطار"، لافتة إلى أن "الصفقة تشتمل أيضاً على تكاليف النصب والفحص والتدريب وتجهيز منشآت القاعدة بالمعدات المطلوبة مع قطع الغيار ومعدات الإسناد والتوثيق الفني والنشرات".

وعدت الوكالة في بيانها، أن "الصفقة ستسهم في تحسين الوضع الأمني لحليف استراتيجي للولايات المتحدة، وتشكل عملية إسناد مباشر للحكومة العراقية، كما تسهم أيضاً في جهود إعادة بناء وتطوير منظومات الملاحة في القواعد الجوية العراقية، وتطوير وتسهيل عملية الحركة الجوية لمختلف الطائرات بشكل متطور وآمن".

يذكر أن وكالة التعاون الأمني الدفاعي، المعروفة اختصارا باسم (DSCA)، هي أحد أقسام وزارة الدفاع الأميركية، وتقوم بتوفر المساعدة المالية والتقنية ونقل المعدات العسكرية والتدريب والخدمات الأخرى لحلفاء الولايات المتحدة، وتعزز الاتصالات مع جيوشها.

وكانت صحيفة الصناعات العسكرية الامريكية ديفينس اندستري (Deffese Industry Daily)، كشفت في (السادس من آب 2013 المنصرم)، عن سعي العراق لتطوير منظومة دفاعه الجوي بكلفة تقارب ملياري ونصف دولار، وفي حين أكدت أن المنظومة "تتميز باعتمادها على منظومة رادارات تكتيكية وبقدرة اعتراض التهديدات بالصواريخ"، عدت أن اتمامها يشكل "العمود الفقري لمستقبل بنية منظومة الدفاع الجوي العراقية".

وكانت وزارة الدفاع الأميركية كشفت، في (الـ26 من تموز 2013)، عن مخاطبتها الكونغرس للمصادقة على خططه لبيع الحكومة العراقية معدات وقطع غيار عسكرية متنوعة تصل قيمتها إلى مليار وخمسة وتسعون مليون دولار، وبينت أن المعدات تشمل طائرات مروحية وعجلات استطلاع نووي وبيولوجي وعجلات همفي، وأنها تأتي تحت عنوان "الإسهام الأمريكي لمساعدة شركائها وأصدقائها بتحسين استراتيجيتهم الأمنية".

وكان مسؤول عسكري أميركي رفيع المستوى أكد، في (الـ18 من تموز 2013)، أن العراق قدم 479 طلباً للحصول على تجهيزات عسكرية تصل قيمتها إلى نحو 15 مليار دولار، وفي حين بين أن قيمة الصفقات الممولة أميركيا للعراق تصل إلى 850 مليون دولار، ذكر أن الموافقة "لم تتم" بعد على منظومة الدفاع الجوي المتكاملة التي طلبها العراق للحاجة إلى "سلسلة موافقات" من قبل وزارة الخارجية الأميركية.

وكان العراق وقع اتفاقاً مع واشنطن لشراء 36 طائرة مقاتلة من طراز F-16، وقد أعلنت الحكومة العراقية في (أيلول 2011)، عن تسديد الدفعة الأولى من قيمة الصفقة ثمناً لشراء 18 مقاتلة من هذا النوع، فيما أكدت وزارة الدفاع، في (الثالث من تموز 2012 المنصرم)، على رغبة الحكومة العراقية زيادة عدد هذه الطائرات في "المستقبل القريب" لحماية أجواء البلاد.

يذكر أن الولايات المتحدة هي المصدر الرئيس لتسليح القوات المسلحة العراقية، برغم السعي للحصول على أسلحة روسية وأخرى من دول أوريا الشرقية وغيرها بين الحين والآخر.

Pentagon Contract Announcement

KS International LLC, has been awarded a $623,300,000 firm-fixed-price, undefinitized contract action for Iraq base operating support, base life support, and security services at Balad Air Base, Iraq.

Work will be performed at Balad Air Base, Iraq, and is expected to be completed by January 2017.

This award is the result of a sole-source acquisition. This requirement is 100 percent Foreign Military Sales for the government of Iraq.

Air Force Life Cycle Management Center/WWMK, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8615-14-C-6020).


(EDITOR’S NOTE: The above contract works out to just over $207 million for each of the three years, and apparently only covers support and security services. It thus does not include fuel, personnel, equipment, infrastructure and repairs – not, of course, the aircraft that will use the base.)
