Thats a Tupolev Tu-124 "Cookpot"
Two Tu-124V were delivered to the IrAF in 1965 for VIP transport.
Two more, former Czechoslovakian CSA airline Tu-124V, were sold to Iraqi Airways in late 1973.

The launcher vehicle is of a FROG-7 system. Russian designation of the system is 9K52 Luna-M.
"FROG" is short for "Free Rocket Over Ground"
The vehicle is a 9P113 Transport Erector Launcher (TEL).
